Supersession Statement
This PI was superseded to update Condition/Concern and Model Years. Please discard PIP5373A.
The following diagnosis might be helpful if the vehicle exhibits the symptom(s) described in this PI.
Condition / Concern
Program ECM/TCM Error E4491/E4423.
The ECM/TCM may seem to be locked up.
During this step of programming an attempt is being made to execute the new 5 byte seed and key logic for proper authorization to unlock the box. However the DLL is not communicating with the TIS server properly resulting in a General DLL error. Utility File continues to the next step but the command is rejected because the ECU is still locked. Recommendations / Instructions
Corrective action:
- Log out of Tis2Web
- Go into c:\users\<uid>\sps\ and delete the spsnativelibs jar folder
- Then go into the Control Panel (Control Panel >>> Programs and Features >>> Add/Remove Programs)
Then UNINSTALL the entry called Tis2Web IVCS5B COM Proxy
- Restart the PC – make sure user has Administrator Rights
- Log into tis2web and launch SPS. The IVCS5b com proxy should reinstall

- Error messages if any Note: Using a Techline PC and programming device that meets the minimumspeci cations is essential to successful programming and required for full support.
This particular issue is NOT related to an ECU. It is related to PC/TIS service tool issue.
Note: This issue is under review and this PI may be converted to a Bulletin if new information is available.
Please follow this diagnostic or repair process thoroughly and complete each step. If the condition exhibited is resolved without completing every step, the remaining steps do not need to be performed.

Reprogramming
GM Diagnostic/Programming (TIS2Web)
Approved J2534 Device with TIS2WEB can reprogram 1996 and later All GM Modules.
To obtain the latest electronic controller calibration information for your vehicle, go to https://tis2web.service.gm.com/tis2web and enter the vehicle's 17 character Vehicle Identification Number (VIN) and select 'Get CAL ID’.
You can then compare the latest part number with the actual number installed on the vehicle to determine if a reprogram is needed.
The Service Programming System (SPS) application is part of the TIS2Web system. To program an ECU, the SPS application must communicate with the vehicle control modules using the proper J2534 programming interface tool.
The Tech 2 supports model years 1996 and beyond. With the addition of the CAN Diagnostic Interface (CANdi) module, Tech 2 is fully backward compatible with current Tech 2 functionality and operates transparently when diagnosing non-CAN-equipped vehicles.
Servicing the next generation Global A vehicles will require the diagnostic software, GDS2, Global Diagnostic System 2 running on a local PC device while the MDI is connected to the vehicle. The GM MDI is the Global Diagnostic tool for future vehicles starting with Global A vehicles.
