General Motors
, LLC (GM) is recalling certain 2017-2019 Chevrolet
Silverado 2500, 3500, and GMC Sierra 2500, 3500 vehicles equipped with a dual fuel tank option. The rear fuel tank may collapse and prevent the fuel pump from transferring fuel to the front tank, resulting in an engine stall.
Remedy
Dealers will inspect the fuel tank and fuel pump module, replacing them as necessary. Dealers will also add a vent hose to the rear tank assembly. Repairs will be performed free of charge. An interim owner notification letter informing owners of the safety risk was mailed on March 15, 2023. Owner notification letters were mailed June 21, 2023. Owners may contact Chevrolet

has decided that a defect which relates to motor vehicle safety exists in certain 2017-2019 model year Chevrolet
Silverado 2500/3500 and GMC Sierra 2500/3500 trucks with the diesel engine (RPO L5P) and the dual fuel tank (RPO N2N) configuration. In these vehicles, the rear fuel pump may not transfer adequate fuel to the front tank, which can cause a stall. A vehicle stall could increase the risk of a crash.
Correction
Dealers will inspect the fuel tank and fuel pump module and replace them if damaged due to this condition. Dealers will add a vent hose to all recalled vehiclesโ rear tank assembly.

Service Procedure
1. Drop the auxiliary fuel tank Refer to Auxiliary Fuel Tank Replacement (Chassis Cab) in SI.
2. Remove the fuel pump module from the fuel tank and inspect it to see if the rods that hold the fuel pump bucket are bent as shown.
- If the rods are not bent, replace the O-ring and reinstall the fuel pump module proceed to step 3.
- If the rods ARE bent, replace the fuel pump module and the auxiliary fuel tank. You may skip step 3 if performing this step.
3. Using a pocket screwdriver or similar tool, gently pry off and discard the protective cap located on the Fuel Tank Vent.
4. Using a MityVac handheld vacuum pump (or similar device) attempt to pull a vacuum on the vent port on top of the fuel tank. We are doing this to check for/detect whether there is a blockage in the vent port.
- If you are unable to pull any sort of vacuum on the vent port, proceed to step 5.
- If you manage to pull a vacuum – even a slight one – on the vent port, replace the Auxiliary Fuel Tank.
5. Install the preformed Fuel Tank Vent Line and secure it to the clip as shown using zip ties.
6. Reinstall the Auxiliary Fuel Tank. Refer to Auxiliary Fuel Tank Replacement (Chassis Cab) in SI.

Courtesy transportation is available for customers whose vehicles are involved in this recall and are within the warranty coverage period for the warranty which is associated with this recall. Please refer to Warranty Administration Bulletin #17-NA-073: Field Action Courtesy Transportation Policy for further information.
Chronology :
On August 2, 2022, GM opened a product investigation based on field data that indicated a relatively high rate of warranty returns alleging a loss of propulsion in 2019 model year Chevrolet
Silverado 2500/3500 vehicles.
The investigation was later expanded to include additional model years, all diesel engine vehicle segments, and the GMC Sierra sister vehicle.
Between August 2022 and December 2022, GM analyzed warranty return information and field data claims potentially related to loss of propulsion in the subject vehicles. GM also met with GM internal fuel-system experts and suppliers. GMโs investigation ultimately identified a small segment of diesel vehicles in this investigation populationโvehicles with the dual tank configurationโthat appeared to be susceptible to debris blockage on the top of the rear fuel tank. Within this vehicle population, GMโs investigation identified approximately 1,600 tank or fuel pump module damage claims. The first claim was received by GM on June 12, 2017. GM is not aware of any accidents or injuries associated with this condition.
On January 26, 2023, GMโs Safety Field Action Decision Authority (SFADA) decided to conduct a safety recall on all 2017 โ 2019 model year Chevrolet
Silverado 2500/3500 and GMC Sierra 2500/3500 diesel trucks with the dual fuel tank configuration.

Why is your vehicle being recalled?
In these vehicles, the rear fuel pump may not transfer adequate fuel to the front tank, which can cause an engine stall. An engine stall could increase the risk of a crash.
What will we do?
Parts to repair your vehicle are not currently available, but when parts are available, your GM dealer will inspect the fuel tank and fuel pump module and replace them if damaged due to this condition. Dealers will add a vent hose to all recalled vehiclesโ rear tank assembly. This service will be performed for you at no charge.
We are working as quickly as possible to correct this condition. When parts are available, we will send you another letter asking you to take your vehicle to your GM dealer to have your vehicle serviced. You can also check the status of this recall at: https://my.gm.com/recalls. If you have already paid for repairs for this condition, you may submit those charges using the reimbursement request form that will be provided with the next letter.

It is a violation of Federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification under a sale or lease until the defect or noncompliance is remedied.
Vehicles involved in this recall were placed on stop delivery February 2, 2023. Once the service procedure contained in this bulletin has been performed on the vehicle, the vehicle is released from stop delivery and the vehicle can be delivered to the customer.
All involved vehicles that are in dealer inventory must be held and not delivered to customers, dealer traded, or used for demonstration purposes until the repair contained in this bulletin has been performed on the vehicle.

It is estimated that only 186 involved vehicles will require parts replaced. Due to the small number of vehicles anticipated that will need this fix and the limited initial parts availability, dealers are encouraged not to order these parts for use as shelf stock.

2. Remove the fuel pump module from the fuel tank and inspect it to see if the rods that hold the fuel pump bucket are
bent as shown.
โข If the rods are not bent, replace the O-ring and reinstall the fuel pump module proceed to step 3.
โข If the rods ARE bent, replace the fuel pump module and the auxiliary fuel tank. You may skip step 3 if
performing this step.

4. Using a MityVac handheld vacuum pump (or similar device) attempt to pull a vacuum on the vent port on top of the
fuel tank. We are doing this to check for/detect whether there is a blockage in the vent port.
โข If you are unable to pull any sort of vacuum on the vent port, proceed to step 5.
โข If you manage to pull a vacuum – even a slight one – on the vent port, replace the Auxiliary Fuel Tank.

It is a violation of Federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification under a sale or lease until the defect or noncompliance is remedied.
The US National Traffic and Motor Vehicle Safety Act provides that each vehicle that is subject to a recall of this type must be adequately repaired within a reasonable time after the customer has tendered it for repair. A failure to repair within sixty days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time. If the condition is not adequately repaired within a reasonable time, the customer may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation. To avoid having to provide these burdensome remedies, every effort must be made to promptly schedule an appointment with each customer and to repair their vehicle as soon as possible. In the recall notification letters, customers are told how to contact the US National Highway Traffic Safety Administration if the recall is not completed within a reasonable time.

All new, used, GM Certified Used, courtesy transportation vehicles, dealer shuttle vehicles, etc. in dealers’ possession and subject to this recall must be held and inspected/repaired per the service procedure of this bulletin before customers take possession of these vehicles. Involved vehicles must be held and not delivered to customers, dealer-traded, released to auction, used for demonstration, or any other purpose.
All GM Certified Used vehicles currently in the dealersโ inventory within the Certified Pre-Owned Inventory System (CPOIS) will be de-certified and must be held and remedied per the service procedure in this bulletin. Upon submitting an accepted/paid warranty transaction in the Global Warranty Management (GWM) system, the vehicle can be re-certified for sale within the CPOIS system, or once again be used in the CTP program.
Dealers are to service all vehicles subject to this recall at no charge to customers, regardless of mileage, age of vehicle, or ownership, from this time forward.
Customers who have recently purchased vehicles sold from your vehicle inventory, and for which there is no customer information indicated on the dealer listing, are to be contacted by the dealer. Arrangements are to be made to make the required correction according to the instructions contained in this bulletin. A copy of the customer letter is provided in this bulletin for your use in contacting customers. Recall follow-up cards should not be used for this purpose, since the customer may not as yet have received the notification letter. In summary, whenever a vehicle subject to this field action enters your vehicle inventory you must take the steps necessary to ensure the program correction has been made before selling the vehicle. In addition, for vehicles entering your facility for service, you are required to ensure the customer is aware of the open field action and make every reasonable effort to implement the program correction as set forth in this bulletin prior to releasing the vehicle.

The required repair to complete this recall is not yet available. Until further instructions are received, the involved vehicles that are in dealersโ possession (new or used vehicle inventory, GM Certified Used, courtesy transportation vehicles, dealer shuttle vehicles, etc.) must be held and cannot be delivered to customers, dealer-traded, released to auction, used for demonstration purposes or put to any other use.
This message is to inform dealers who have involved vehicles in their inventory that they can now apply for the used vehicle Working Capital Assistance Program (โWCAPโ) for safety recall N222368030.
Before proceeding with the application process described below, dealers must verify vehicle eligibility based on the program terms and guidelines that were provided in GM GlobalConnect Message GCUS-9-10968 dated March 10, 2021. Applications submitted on ineligible vehicles are subject to chargeback of any incentives paid to the dealer under the WCAP. Because compensation and tracking requires visibility into dealersโ inventory, dealers must also have agreed to a Dealer Data Share agreement with GM in order to receive any compensation under this program.

To be eligible for the WCAP, a vehicle must be in dealer inventory at the time the related field action bulletin is released. If a vehicle has been delivered, wholesaled or otherwise disposed of prior to release of the bulletin, the vehicle is not eligible for assistance. Additionally, recalled vehicles taken in on trade may be eligible for assistance if the dealer immediately reports the vehicle in used vehicle inventory via its Dealer Management System (DMS) and makes application through the GWM system.
To ensure that GM is receiving daily inventory information, which is necessary to process payments and make eligibility determinations under the WCAP, the dealerโs vehicles must be properly identified in the dealershipโs DMS. A daily feed of this information is provided to GM through the Dealer Data Share (DDS) agreement.
Beginning with the 1st quarter of 2019, all WCAP payments will be facilitated through the Global Warranty Management (GWM) system. For each eligible vehicle, a qualifying dealer will submit for WCAP vehicle enrollment with a โZSETโ transaction type and for reimbursement with a โZFATโ transaction type both through the GWM system. If approved, a WCAP credit for that vehicle will be issued through the GWM system similar to any other warranty credit. WCAP submission instructions and the required labor code will also be provided in the appropriate field action bulletin. Each WCAP transaction being credited will be clearly identified on the dealerโs daily credit memo.
In order to receive payment, a dealer must have timely reported the vehicle in used vehicle inventory, retained the vehicle until the related field action bulletin is released, and properly applied for the WCAP payment. The vehicle must also be otherwise eligible under WCAP rules and guidelines.
GM reserves the right to amend, modify, terminate, or cancel this program at any time in its sole discretion.

Description of the Defect : General Motors has decided that a defect which relates to motor vehicle safety exists in certain 2017-2019 model year Chevrolet Silverado 2500/3500 and GMC Sierra 2500/3500 trucks with the diesel engine (RPO L5P) and the dual fuel tank (RPO N2N) configuration. In these vehicles, the rear fuel pump may not transfer adequate fuel to the front tank, which can cause a stall.

Description of the Safety Risk : A vehicle stall could increase the risk of a crash.
Description of the Cause : If the tank vent in the rear fuel tank becomes clogged with debris, a vacuum effect created during fuel transfer could cause the rear tank to collapse. If this occurs, the system may not provide sufficient fuel to the engine. Identification of Any Warning

On August 2, 2022, GM opened a product investigation based on field data that indicated a relatively high rate of warranty returns alleging a loss of propulsion in 2019 model year Chevrolet Silverado 2500/3500 vehicles. The investigation was later expanded to include additional model years, all diesel engine vehicle segments, and the GMC Sierra sister vehicle. potentially related to loss of propulsion in the subject vehicles. GM also met with GM internal fuel-system experts and suppliers. GMโs investigation ultimately identified a small segment of diesel vehicles in this investigation populationโvehicles with the dual tank configurationโthat appeared to be susceptible to debris blockage on the top of the rear fuel tank. Within this vehicle population, GMโs investigation identified approximately 1,600 tank or fuel pump module damage claims. The first claim was received by GM on June 12, 2017. GM is not aware of any accidents or injuries associated with this condition. On January 26, 2023, GMโs Safety Field Action Decision Authority (SFADA) decided to conduct a safety recall on all 2017 โ 2019 model year Chevrolet Silverado 2500/3500 and GMC Sierra 2500/3500 diesel trucks with the dual fuel tank configuration.
Description of Remedy :
Description of Remedy Program : Dealers will inspect the fuel tank and fuel pump module and replace them
if damaged due to this condition. Dealers will add a vent hose to all recalled vehiclesโ rear tank assembly. Pursuant to 577.11, GM will provide reimbursement to owners for repairs according to the plan submitted on May 12, 2021. How Remedy Component Differs from Recalled Component :
Identify How/When Recall Condition was Corrected in Production : The added vent hose repositions the opening to an area that will reduce the opportunity for debris to clog the tank vent and cause this condition.
The vent hose was added to the fuel system design starting with 2020 model year 2500/3500 trucks. Recall Schedule :
