General Motors
, LLC (GM) is recalling certain Autoliv Front-Driver Air Bag Modules, with part numbers 20928235 and 20928242, sold as replacement parts for certain 2011-2012 GMC and Chevrolet
vehicles. The driver’s air bag inflator may explode during deployment, due to a manufacturing defect.
Remedy
Dealers will inspect and replace the front-driver air bag module as necessary, free of charge. Letters notifying owners of the safety risk were mailed June 17, 2022. Owner notification letters were mailed September 28, 2022. Owners may contact GM customer service at 1-888-988-7267 or Chevrolet
customer service at 1-800-222-1020. GM’s number for this recall is N222364860.

Silverado 1500, Tahoe, and Suburban vehicles and 2011–2012 model year GMC Sierra 1500, Yukon, and Yukon XL vehicles. In these vehicles, the front-driver airbag modules may contain an inflator that was built with a supplier-manufacturing defect that may result in inflator rupture during deployment. An inflator rupture may cause metal fragments to pass through the airbag and into the vehicle interior, which may result in injury or death to vehicle occupants.
Correction
Dealers are to inspect the front-driver airbag module and replace if necessary.

Service Procedure
1. Remove the steering wheel airbag assembly. Refer to Steering Wheel Airbag Replacement in SI.
2. Locate the lot number on the back of the airbag inflator.
• If the lot number begins with HISG334 or HITG334, proceed to step three.
• If the lot number does not begin with HISG334 or HITG334, no further action is required. Reinstall the steering wheel airbag assembly. Refer to Steering Wheel Airbag Replacement in SI.
3. Record the serial number of the removed Steering Wheel Airbag.
4. Record the serial number of the New Service Steering Wheel Airbag.
5. Replace the steering wheel airbag assembly. Refer to Steering Wheel Airbag Replacement in SI.

Chronology :
On March 12, 2022, GM’s front-driver airbag module supplier informed GM of an inflator rupture that occurred in an ARC-built inflator during a high-temperature lot-acceptance test (“LAT”) on March 11, 2022. Details of the incident were reviewed with GM on March 14, 2022. GM opened a product investigation on March 22, 2022.
While GM’s investigation has not identified the specific root cause of the LAT rupture, GM and ARC’s analysis of ARC’s inflator-manufacturing records identified five inflators in this manufacturing lot, including the LAT-incident inflator, that contained an energetics subassembly with an unusually high mass. Of these five inflators, three were recovered for further analysis. ARC’s teardown analysis determined that all three inflators were built incorrectly: one inflator contained increased primary-booster propellant and two contained extra main-propellant
segments.
These anomalies were not identified by ARC’s quality-control processes due to a temporary calibration change that impacted the sensitivity of these processes during the production of this inflator-manufacturing lot. ARC’s analysis of its production records indicates that no other inflator lots were affected.
GM’s analysis of vehicle-service records, customer-paid claims, and over-the-counter sales data suggests that six specific VINs may have been serviced with a front-driver airbag module containing an inflator from the suspect manufacturing lot. GM’s investigation has not identified another rupture allegation involving the vehicles that may have been serviced with an inflator from this manufacturing lot.
On May 12, 2022, GM’s Safety and Field Action Decision Authority decided to conduct an equipment safety recall on all front-driver airbag modules containing an inflator from the suspect manufacturing lot.

Why is your vehicle being recalled?
These front-driver airbag modules may contain an inflator that was built with a supplier-manufacturing defect that may result in inflator rupture during deployment. An inflator rupture may cause metal fragments to pass through the airbag and into the vehicle interior, which may result in injury or death to vehicle occupants.
What will we do?
Parts to repair your vehicle are not currently available, but when parts are available, your GM dealer will inspect the front-driver airbag module and replace if necessary. This service will be performed for you at no charge.

Attention:
It is a violation of Federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification under a sale or lease until the defect or noncompliance is remedied.
Vehicles involved in this recall were placed on stop delivery May 19, 2022. Once the service procedure contained in this bulletin has been performed on the vehicle, the vehicle is released from stop delivery and the vehicle can be delivered to the customer.
All involved vehicles that are in dealer inventory must be held and not delivered to customers, dealer traded, or used for demonstration purposes until the repair contained in this bulletin has been performed on the vehicle.
Important: The requirement information for recording the serial number for BOTH the removed front driver airbag module AND the replacement front driver airbag module is included in this bulletin.
Dealer Notification Instructions. Because this equipment recall involves equipment/parts also sold over-the-counter, dealers must search their sales records for over-the-counter sales and provide the recall notice to the purchaser. For recalled equipment sold as a dealer-installed option at the time of vehicle purchase; these VINs will be available on the Investigate Vehicle History (IVH) screen in GM Global Warranty Management (GWM) system and GM will contact these customers.
Please search your parts inventory and part-sales records for over-the-counter sales of the recalled equipment (part numbers 20928235 & 20928242) and send the owner of record the recall notice attached to this bulletin by first-class mail. If the purchaser is a body shop, independent repair shop, or other third-party automotive repair or distribution business, dealers are to contact the entity, obtain the owner’s name and address, and send the owner a copy of the letter.
For US dealers only: For dealers with involved vehicles that can be identified by VIN, a listing with the involved vehicles containing the complete VIN, customer name, and address information has been prepared and will be provided to US dealers through GM GlobalConnect Maxis Field Action Reports. Dealers will not have a report available if they have no involved vehicles currently assigned.
The listing may contain customer names and addresses obtained from Motor Vehicle Registration Records. The use of such motor vehicle registration data for any purpose other than follow-up necessary to complete this recall is a violation of law in several states/provinces/countries. Undeployed airbags are regulated as dangerous goods and all service agents must follow all applicable International, Federal, State, Provincial, and/or Local laws when preparing dangerous goods shipments including but not limited to classification, packaging, marking, labeling, and shipping dangerous goods.
• Check the box that the new airbag module was shipped in for damage and confirm that it still contains the required shipping inserts. If the box is in acceptable condition, place the used airbag module in the “cradle” of the box insert. A copy of the job card must also be included in the box. The job card number, repair date, repair mileage and full 17-character VIN must be clearly visible on the job card. Also make sure that the serial numbers of the airbag modules and the used airbag modules are recorded on the job card.
• DO NOT include any other parts or hardware in the box other than the un-deployed airbag module and job card copy. Be sure that all required hazardous material markings and/or labels are still visible and that all non-needed labels are covered or removed.
• Be sure to comply with all hazardous part shipping requirements described in the bulletin. Dealers may also refer to Title 49 of the Code of Federal Regulations, Parts 171 to 180, when shipping any hazardous material.

Dealer Responsibility – For USA & Export (USA States, Territories, and Possessions)
It is a violation of Federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification under a sale or lease until the defect or noncompliance is remedied.
The US National Traffic and Motor Vehicle Safety Act provides that each vehicle that is subject to a recall of this type must be adequately repaired within a reasonable time after the customer has tendered it for repair. A failure to repair within sixty days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time. If the condition is not adequately repaired within a reasonable time, the customer may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation. To avoid having to provide these burdensome remedies, every effort must be made to promptly schedule an appointment with each customer and to repair their vehicle as soon as possible. In the recall notification letters, customers are told how to contact the US National Highway Traffic Safety Administration if the recall is not completed within a reasonable time.
Dealer Responsibility – All
All new, used, GM Certified Used, courtesy transportation vehicles, dealer shuttle vehicles, etc. in dealers’ possession and subject to this recall must be held and inspected/repaired per the service procedure of this bulletin before customers take possession of these vehicles. Involved vehicles must be held and not delivered to customers, dealer-traded, released to auction, used for demonstration, or any other purpose.
All GM Certified Used vehicles currently in the dealers’ inventory within the Certified Pre-Owned Inventory System (CPOIS) will be de-certified and must be held and remedied per the service procedure in this bulletin. Upon submitting an accepted/paid warranty transaction in the Global Warranty Management (GWM) system, the vehicle can be re-certified for sale within the CPOIS system, or once again be used in the CTP program.
Dealers are to service all vehicles subject to this recall at no charge to customers, regardless of mileage, age of vehicle, or ownership, from this time forward.
Customers who have recently purchased vehicles sold from your vehicle inventory, and for which there is no customer information indicated on the dealer listing, are to be contacted by the dealer. Arrangements are to be made to make the required correction according to the instructions contained in this bulletin. A copy of the customer letter is provided in this bulletin for your use in contacting customers. Recall follow-up cards should not be used for this purpose, since the customer may not as yet have received the notification letter. In summary, whenever a vehicle subject to this field action enters your vehicle inventory you must take the steps necessary to ensure the program correction has been made before selling the vehicle. The required repair to complete this recall is not yet available. Until further instructions are received, the involved vehicles that are in dealers’ possession (new or used vehicle inventory, GM Certified Used, courtesy transportation vehicles, dealer shuttle vehicles, etc.) must be held and cannot be delivered to customers, dealer-traded, released to auction, used for demonstration purposes or put to any other use.
This message is to inform dealers who have involved vehicles in their inventory that they can now apply for the used vehicle Working Capital Assistance Program (“WCAP”) for safety recall N222364860.
Before proceeding with the application process described below, dealers must verify vehicle eligibility based on the program terms and guidelines that were provided in GM GlobalConnect Message GCUS-9-10968 dated March 10, 2021. Applications submitted on ineligible vehicles are subject to chargeback of any incentives paid to the dealer under the WCAP. Because compensation and tracking requires visibility into dealers’ inventory, dealers must also have agreed to a Dealer Data Share agreement with GM in order to receive any compensation under this program.
To apply for the WCAP for safety recall N222364860, dealers must access the GM Global Warranty Management (GWM) system and submit a “ZSET” warranty transaction using the labor code provided below for each eligible vehicle. This zero-dollar special transaction type is the dealer’s application for compensation and constitutes a representation from the dealer that the vehicle is eligible for WCAP assistance.
Note: Acceptance of the warranty transaction does not ensure vehicle eligibility or guarantee the provision of any assistance as defined by program terms and guidelines.
To be eligible for the WCAP, a vehicle must be in dealer inventory at the time the related field action bulletin is released. If a vehicle has been delivered, wholesaled or otherwise disposed of prior to release of the bulletin, the vehicle is not eligible for assistance. Additionally, recalled vehicles taken in on trade may be eligible for assistance if the dealer immediately reports the vehicle in used vehicle inventory via its Dealer Management System (DMS) and makes application through the GWM system.
To ensure that GM is receiving daily inventory information, which is necessary to process payments and make eligibility determinations under the WCAP, the dealer’s vehicles must be properly identified in the dealership’s DMS. A daily feed of this information is provided to GM through the Dealer Data Share (DDS) agreement.
Beginning with the 1st quarter of 2019, all WCAP payments will be facilitated through the Global Warranty Management (GWM) system. For each eligible vehicle, a qualifying dealer will submit for WCAP vehicle enrollment with a “ZSET” transaction type and for reimbursement with a “ZFAT” transaction type both through the GWM system. If approved, a WCAP credit for that vehicle will be issued through the GWM system similar to any other warranty credit. WCAP submission instructions and the required labor code will also be provided in the appropriate field action bulletin. Each WCAP transaction being credited will be clearly identified on the dealer’s daily credit memo.
In order to receive payment, a dealer must have timely reported the vehicle in used vehicle inventory, retained the vehicle until the related field action bulletin is released, and properly applied for the WCAP payment. The vehicle must also be otherwise eligible under WCAP rules and guidelines.

Because this equipment recall involves equipment/parts also sold over-the-counter, dealers must search their sales records for over-the-counter sales and provide the recall notice to the purchaser. On March 12, 2022, GM’s front-driver airbag module supplier informed GM of an inflator rupture that occurred
in an ARC-built inflator during a high-temperature lot-acceptance test (“LAT”) on March 11, 2022. Details of the
incident were reviewed with GM on March 14, 2022. GM opened a product investigation on March 22, 2022.
While GM’s investigation has not identified the specific root cause of the LAT rupture, GM and ARC’s analysis of
ARC’s inflator-manufacturing records identified five inflators in this manufacturing lot, including the LATincident
inflator, that contained an energetics subassembly with an unusually high mass. Of these five inflators,
three were recovered for further analysis. ARC’s teardown analysis determined that all three inflators were
built incorrectly: one inflator contained increased primary-booster propellant and two contained extra mainpropellant
segments.
These anomalies were not identified by ARC’s quality-control processes due to a temporary calibration change
that impacted the sensitivity of these processes during the production of this inflator-manufacturing lot. ARC’s

GM’s analysis of vehicle-service records, customer-paid claims, and over-the-counter sales data suggests that

suspect manufacturing lot. GM’s investigation has not identified another rupture allegation involving the
vehicles that may have been serviced with an inflator from this manufacturing lot.
On May 12, 2022, GM’s Safety and Field Action Decision Authority decided to conduct an equipment safety
recall on all front-driver airbag modules containing an inflator from the suspect manufacturing lot.

Description of Remedy Program : Dealers will inspect the front-driver airbag module and replace if
necessary. Pursuant to 577.11, General Motors does not plan to provide
notice about reimbursement to owners because owners would not have
been aware of the issue prior to this recall.
