Passenger Side Front Air Bag Inflator may Rupture
In the event of a crash necessitating deployment of the passenger’s frontal air bag, the inflator could rupture with metal fragments striking the vehicle occupants potentially resulting in serious injury or death.

Subaru of America, Inc. (Subaru
) is recalling certain model year 2003-2004 Subaru
Baja vehicles manufactured January 22, 2003, to July 21, 2004, 2004-2005 Impreza vehicles manufactured January 28, 2003, to May 31, 2005, 2003-2008 Subaru
Legacy vehicles manufactured January 22, 2003, to May 2, 2008, 2003-2008 Subaru
Outback vehicles manufactured February 18, 2003, to May 5, 2008, and 2005 Saab
9-2x vehicles manufactured February 11, 2004, to March 17, 2005. The affected vehicles are equipped with a passenger side frontal air bag that may be susceptible to moisture intrusion which, over time, could cause the inflator to rupture upon its deployment.
Remedy
Subaru will notify their owners and General Motors
will notify Saab
owners. Dealers will replace the passenger air bag inflator, free of charge. The Subaru
recall began on June 17, 2015. Owners may contact Subaru
customer service at 1-800-782-2783. The Saab
recall began on July 27, 2015. Owners of Saab
vehicles may call 1-800-955-9007. Subaru
’s number for this recall is WQR-53. Note: The recall completely supersedes recall 14V-399 (WQL-48) and partially supersedes recall 14V-763 (WQP-51) in that model year 2004 through 2005 Subaru
Impreza and model year 2005 Saab
9-2x vehicles are now only part of this campaign. Note: On December 18, 2015 Subaru
informed NHTSA of an expansion of this recall to include certain model year 2003-2004 Subaru
Baja, 2003-2008 Subaru

Front Passenger Air Bag Inflator
These questions and answers are being provided to help dealership personnel correctly respond to inquiries from involved vehicle owners about the safety recalls identified above.
General Motors has agreed to help facilitate the repair of certain 2005 and 2006 model year Saab
9-2X vehicles involved in the Takata air bag recall. All GM dealers are now authorized to perform the required repairs and submit for compensation through the Global Warranty Management system (GWM). The parts needed to complete the repairs are available directly from GM Customer Care and Aftersales (GMCCA) via the normal parts ordering process. All involved vehicles are identified by Vehicle Identification Number (VIN) on the Investigate Vehicle History (IVH) screen in the GWM system.

Q2) What is the issue or condition?
The front passenger air bag inflator may experience an alteration over time, which could lead to overaggressive combustion in the event of an air bag deployment. This condition could create excessive internal pressure when the air bag is deployed, which could result in the body of the inflator rupturing upon deployment. In the event of an inflator rupture, metal fragments could pass through the air bag cushion material, which may result in injury or death to vehicle occupants.
Q3) What symptoms may be experienced? What warning signs may be associated with the issue or condition described?
None.
Q4) What is the remedy/repair?
In the 2005 model year vehicles, dealers are to replace the front passenger air bag inflator. In the 2006 model year vehicles, dealers are to replace the front passenger air bag module assembly, which includes the inflator.
Q5) What is the safety risk? Is the vehicle safe to drive?
In the event of an inflator rupture, metal fragments could pass through the air bag cushion material, which may result in injury or death to vehicle occupants.
Q6) Does the customer have to pay for this remedy/repair?
No, the remedy/repair will be done at no cost to the customer.
Q7) Is the remedy/repair available now?
Yes, the required remedy/repair is available now at any GM dealer.
Q8) What should customers do until the recall remedy/repair can be completed? Are there any special instructions?
If special instructions are provided, they will be included in the notification letters mailed to customers.
Q9) How can customers check to see if their vehicle is involved in this field action?
Customers who own a vehicle involved in the field action will be notified by mail by General Motors, but they may also check their Vehicle Identification Number (VIN) for field actions in GM Owner Center at https://my.gm.com/recalls or via NHTSA’s website at https://vinrcl.safercar.gov/vin/.
Q10) If customers are concerned, can they get a rental car or courtesy transportation?
Courtesy transportation is available for customers whose vehicles are involved in this recall and are within the warranty coverage period for the warranty which is associated with this recall. Chronology of Defect (for NHTSA Recall No. 15V-323)
July 3, 2014: Subaru submitted Part 573 Safety Recall Report for a known safety defect related to improperly manufactured propellant wafers used in certain front passenger airbag inflators (NHTSA Recall No. 14V-399).
August 19, 2014: Subaru notified NHTSA it was initiating a voluntary, regional parts collection campaign to cooperate with NHTSA and the Supplier’s (TK Holdings, Inc./Takata) ongoing investigation of the risk of failure of the passenger airbag inflators installed on certain vehicles that are currently or have ever been registered in Florida, Hawaii, Puerto Rico, and the U.S. Virgin Islands (NHTSA Recall No. 14V-471).
November 10, 2014: Takata submitted a Part 573 Safety Recall Report (NHTSA Recall No. 14E-073).
November 21, 2014: NHTSA suggested that Subaru consider moving from a voluntary campaign (NHTSARecall No. 14V-471) to a Part 573 safety recall as well as expanding the geographic coverage.
November 25-26, 2014: NHTSA and Subaru had follow-up discussions regarding the information shared on November 21, 2014.
November 27, 2014: FHI concluded that Subaru will move from a voluntary campaign (NHTSA Recall No. 14V-471) to a Part 573 safety recall as well as expanding the geographic coverage (NHTSA Recall No. 14V-763).
May 18, 2015: Takata submitted a Part 573 Defect Information Report (NHTSA Recall No. 15E-041).
May 20, 2015: FHI concluded that Subaru will perform a safety recall in the U.S. market.
May 28, 2015: This recall (NHTSA No. 15V-323) supersedes the previous recall campaign (NHTSA Recall No. 14V-763) for 2004-05 Subaru Impreza (including WRX/STI) and 2005 Saab
9-2x vehicles.
September 2, 2015: This recall (NHTSA Recall No. 15V-323) supersedes previous NHTSA Recall No. 14V-399) in order to consolidate the Takata National Passenger Side Air Bag Inflator Recalls into one. Therefore, the vehicle population of 8,557 from NHTSA Recall No. 14V-399 is being added to this recall (NHTSA Recall No. 15V-323).
December 10, 2015: NHTSA and Subaru had discussion regarding the information of Takata’s on-going project of testing and analyzing inflators that are being returned from the U.S. field. FHI concluded that Subaru
will expand and move 05MY Legacy/Outback from a regional safety recall to a national safety recall, also Subaru
will conduct a national safety recall campaign for 06-08MY Legacy/Outback. Accordingly, an additional 350,000 (estimated) 2005-08MY Legacy and Outback vehicles are being added.
December 18, 2015: Subaru submitted defect information report to NHTSA per the information discussed in the “December 10, 2015” line item above.

Air Bag Inflator Rupture

The Office of Defects Investigation (ODI) opened PE14-016 in June 2014 based on six inflator rupture incidents involving consumer owned vehicles produced by five vehicle manufacturers. All six vehicles were operated in Florida or Puerto Rico at the time of the rupture and for the majority of their service life, and were equipped with inflators produced by Takata, a tier-one supplier of automotive air bag systems.
During the course of PE14-016, ODI determined that five additional vehicle manufacturers used inflators of a similar design and vintage also supplied by Takata. No evidence of field failures was found in vehicles produced by these five additional manufacturers. Nonetheless, at ODI’s insistence, all 10 vehicle manufacturers initiated a regional recall within approximately two weeks of the opening of the investigation. The regions recalled initially included Florida, Puerto Rico, Hawaii, and the U.S. Virgin Islands, areas with high absolute humidity and climatic conditions believed to be a significant factor in the inflator ruptures. As part of the recall actions, inflators removed from remedied vehicles are to be returned to Takata for testing.
Takata’s initial test results on passenger inflators from remedied vehicles indicated a much higher than anticipated rupture frequency for inflators returned from Florida. Accordingly ODI requested all 10 manufacturers expand the regional recalls for passenger inflators to include other geographic areas where high absolute humidity conditions exist, including the Gulf States and other coastal areas. Takata’s testing of the passenger inflators to date continues to indicate this geographic area as having the highest risk, with no ruptures occurring from inflators returned from outside the expanded recall regions. During PE14-016 four additional passenger inflator field events occurred, all in vehicles from the same expanded geographic region.
Also during PE14-016 four additional driver inflator field events occurred including two in vehicles from regions not known for high absolute humidity, specifically California and North Carolina. Accordingly, ODI requested all five of the affected vehicle manufacturers currently using the subject Takata driver inflators expand to nationwide recalls. Significantly, neither of the affected vehicle manufacturers or Takata provided any explanation to account for these two driver air bag inflator ruptures outside the area of high absolute humidity. Takata testing of returned driver inflators indicates a lower rupture frequency as compared to passenger inflator testing. All test ruptures reported by Takata to date have occurred on inflators returned from high absolute humidity areas.
The investigation now includes all manufacturers and vehicles known to be affected at this time. ODI’s investigation will focus on, among other things, root cause analysis, other potential defect consequences, identification of affected vehicles scope, and adequacy of the remedy.

Product Safety Recall 15442 Front Passenger Air Bag Inflator Copyright 2018 General Motors. All Rights Reserved. Page 1 of 21 Release Date: November 2018 Revision: 00 Attention: General Motors has agreed to help facilitate the repair of the 2005 model year Saab 9-2X vehicles involved in this safety recall. All GM dealers are authorized to perform the required repair and submit for compensation through the Global Warranty Management (GWM) system. The parts needed to complete the repair are available directly from GMCCA via the normal parts ordering process. All involved vehicles are identified by Vehicle Identification Number (VIN) on the Investigate Vehicle History (IVH) screen in the GWM system. This safety recall is included in the Takata Air Bag Completion Rate Improvement Program. This program is applicable to U.S. dealers only and includes a $50.00 dealer completion bonus along with authorization for dealers to provide involved vehicle owners with courtesy transportation while their vehicle is being repaired. Refer to GM Service Information Bulletin #18-NA-094 for program guidelines. It is a violation of Federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification under a sale or lease until the defect or noncompliance is remedied. All involved vehicles that are in dealer inventory must be held and not delivered to customers, dealer traded, or used for demonstration purposes until the repair contained in this bulletin has been performed on the vehicle. Make Model Model Year RPO Description From To Saab 9-2X 2005 2005 Involved vehicles are marked “open” on the Investigate Vehicle History screen in GM Global Warranty Management system. This site should always be checked to confirm vehicle involvement prior to beginning any required inspections and/or repairs. Condition It has been determined that a defect, which relates to motor vehicle safety, exists in all 2005 model year Saab 9-2X vehicles currently registered or previously registered in Alabama, California, Florida, Georgia, Hawaii, Louisiana, Mississippi, South Carolina, Texas, Guam, Puerto Rico, Saipan, U.S. Samoa or U.S. Virgin Islands. In these vehicles, the front passenger air bag inflator may experience an alteration over time, which could lead to overaggressive combustion in the event of an air bag deployment. This condition could create excessive internal pressure when the air bag is deployed, which could result in the body of the inflator rupturing upon deployment. In the event of an inflator rupture, metal fragments could pass through the air bag cushion material, which may result in injury or death to vehicle occupants. Correction Dealers are to replace the front passenger air bag inflator. Dealer Completion Bonus As part of the Takata Air Bag Completion Rate Improvement Program, dealers will be paid a $50.00 bonus for the completion of the service procedure described in this bulletin. Except for the return address label, discard all other documents in the box as they have been superseded and are no longer applicable. Instead, follow the return shipping instructions provided at the end of this bulletin. These return shipping instructions were originally intended for Saab Official Service Centers (OSCs), but have been approved for all GM dealers. WARNING: Do not deploy any front passenger air bag inflator prior to shipment. Doing so could result in severe injury to the technician or other people in the area. NOTE: When affixing return shipping labels to the box do not obstruct the bar code label. A copy of the job card must also be included in the box with the returned air bag inflator. The job card number, repair date, repair mileage and full 17-character VIN must be clearly visible on the job card. Special Tools The air bag mounting bracket, shown below, must be used to safely perform the front passenger air bag inflator replacement procedure described in this bulletin. All GM dealers should already have at least one of these mounting brackets in their special tool inventory. They were provided by GM through Bosch Automotive Service Solutions in late 2015 to address previous Takata air bag safety recalls. The Bosch special tool number is EL-51377. If your dealership does not have the air bag mounting bracket, do not attempt to perform this service procedure and immediately contact Bosch at 1-800-GM-TOOLS for assistance. Attempting to replace the front passenger air bag inflator without using the bracket poses a safety risk for the technician and anyone else in the area. Other repairs, if required, are to be billed under warranty, goodwill assistance or customer pay. Preparation for Reading Diagnostic Trouble Codes (DTCs) 1. Air bag System – Diagnostic Trouble Code (DTC) read out. Determine if any pre-recall diagnostic trouble codes (DTCs) exist. Record set DTCs if present, on the job card. Notify the vehicle owner of condition, cause and correction recommendation and secure the owner’s authorization to proceed with any non-recall related repairs prior to continuing with the recall procedure. 1.1 Remove the lower steering column trim. 5145811 1.2 Remove 3 philips-head screws, pull the instrument panel lower cover at the clips (1) to remove. 1.3 Locate the B79 Check Connector near the OBDII connector. 1.4 Disconnect the two connectors to the switches on the left side of the panel to provide additional clearance. Turn the ignition switch to the “ON” position. It will begin to blink. 1.5 The long segments (1.2 seconds on) indicates a “ten”, and the short segment (0.3 seconds on) indicates a “one”. The warning light flashes a code corresponding to the fault. 1.6 There will be a brief pause approximately 6 seconds long between each DTC (No Light). 1.7 Read all codes until they begin to repeat. Write down all the codes. 1.8 See DTC Code Listing chart – Table 1 at bottom of document for DTC code descriptions. IMPORTANT: A series of long flashes over and over (1.2 seconds on) indicates no codes are present. 2. If DTCs are found, correct the condition with the vehicle owner’s signed authorization and then erase the DTCs. Erasing DTCs 5145830 1. With the first Ground Terminal still connected and while the “AIRBAG” warning light flashes, connect the other Ground Terminal to the B79 Check Connector pin 3. 1.1 Once the fault is repaired and the memory is erased, the warning light will flash one long time (1.2 seconds on) and then returns to the normal flash rate (0.6 sec on). 1.2 If the warning light does not return the normal flash rate (0.6 sec on) this indicates that a fault remains. Once the repair has been made, erase the memory again and confirm that the normal flash rate has returned. 1.3 When the memory has been cleared, disconnect the Ground Terminals from the B79 Check Connector. 1.4 Apply insulating tape around the Ground Terminals and secure them to the harness with tape. 1.5 Reattach the Check Connector to the panel with the Phillips screw. 1.6 Turn the ignition switch off. Safety Precautions WARNING: If an air bag system is not handled using proper procedures and methods, it may be activated accidentally during work resulting in life-threatening injuries. If the service procedure is NOT performed correctly, the system may fail to activate when needed. Be sure to perform the proper work safely and according to the instructions in this recall bulletin. • Eliminate Static Electricity. Before start of work, touch a metallic portion of the vehicle with a bare hand to discharge static electricity charged on your body. • DO NOT Measure Resistance. DO NOT measure resistance of air bag components. Measuring current of a circuit tester may cause accidental activation. • Handle The Air Bag Properly. If an inflator is dropped, replace it with a NEW inflator. • DO NOT Allow Foreign Objects Near Air Bag. Collect and account for all removed nuts-bolts to prevent them from landing in the air bag assembly. Any foreign objects in the air bag assembly may cause damage or injury if the air bag is activated. • Wear Protective Equipment. Always wear appropriate protective equipment when working on the air bag. 1. Turn off the ignition. 2. Disconnect the Negative (ground) cable from the battery and wait at least 90 seconds before proceeding further. CAUTION: To avoid scratching or damaging the dashboard assembly, place protective tape on the dashboard around the air bag, if needed. Remove the 3 retaining bolts and CAREFULLY remove the air bag assembly from the vehicle and place it on a clean cloth to protect the dash trim surface portion from damage. NOTE: There may be a Security Module secured with the lower air bag assembly mounting bolt on some models. Open the front passenger air bag inflator kit box and confirm all the necessary components are included: • 4 Self-Locking nuts • New Type 2 Inflator (pink collars on each end identify it as the replacement part) • New Inflator Harness • New Stopper Plate • Electro-Tap (red shorting crimp connector) • 1 ½” X 2 ¼” piece of self-adhesive Sponge Tape • Shipping Documentation and Instructions 5145840 WARNING: The removed air bag assembly must be mounted to the air bag mounting bracket (Tool # EL-51377) as shown in the photo to better secure it during the inflator and wiring harness component replacement procedures. Always perform this work in an area away from others to reduce chances of inadvertent injury should any deployment occur. Take your surroundings into account to avoid possible hazards should inadvertent deployment occur or sources of static or other electricity that could potentially induce such a deployment. Peel the Sponge Tape and remove the harness clip from the retainer bracket by pushing the tangs inward with a flat-blade screwdriver as shown. Always remove any Sponge Tape adhesive residue from the air bag mounting bracket using mild solvent on a clean shop cloth. 5145843 8. CAREFULLY cut the yellow harness cover enough (approximately 2 inches) to expose the 2 red (or yellow) wires inside and provide enough room to install the Electro-Tap (shorting) connector using a wire cutter or scissor (no knives or razors). TAKE YOUR TIME AND BE CAREFUL TO NOT CUT THE 2 WIRES! Product Safety Recall 15442 Front Passenger Air Bag Inflator Page 11 of 21 5145844 (1) This tab must be cut off. (2) Insert 1 wire in the Electro-Tap. (3) Fold. (4) Crimp closed with pliers. (5) Place the other wire in the Electro-Tap, fold then crimp closed with pliers. 9. Short the 2 wires together by installing the Electro-Tap connector. The connector creates a short circuit which acts as a safeguard to prevent against static discharge that may deploy the removed inflator. The tab portion of the Electro-Tap connector MUST be cut off prior to use to ensure a good short-circuit is made as shown in the illustration below. Follow the sequence below for installing the Electro-Tap connector. Use pliers to squeeze closed the two sections of the connector together, one section at a time. 5145846 Product Safety Recall 15442 Front Passenger Air Bag Inflator Page 12 of 21 10. Once the Electro-Tap connector is fully crimped in place, cut the 2 wires (1) on the body harness connector side of the Electro-Tap connector. 5145848 11. Remove the two 8mm self-locking nuts (1) securing the stopper plate. Loosen but do not remove the other two nuts on the mounting bracket as leaving them in place will help keep the air bag assembly together. 5145849 12. With the stopper plate removed and the other 2 self-locking nuts loosened, unseat the inflator off the mounting bracket end plate then rotate it slightly CLOCKWISE to make it easier to remove as shown in the photo to the right. Slide the inflator out of its mounting while feeding the cut off portion of the wiring harness through the “D-Shaped” hole in the end of the mounting bracket. NEVER ATTEMPT TO REMOVE THE HARNESS FROM THE INFLATOR! 13. Place the removed original air bag inflator in the “cradle” of the kit box insert. 5145854 Product Safety Recall 15442 Front Passenger Air Bag Inflator Page 13 of 21 14. VERY IMPORTANT: Record the 11-digit alpha-numeric serial number for both the removed (Type 1) and 14-digit numeric serial number for the new (Type 2) inflator on the job card hard copy. This information will be required for completion of the Part Return Notice. The new 14-digit numeric serial number is also a requirement for claim entry. 5145856 15. Inspect the new Type 2 inflator to confirm the locating protrusions on each of the pink-collar portions are aligned as shown below. The “short” collar can be rotated as needed to align it with the protrusion on the “long” collar if necessary. NOTE: The Type 2 inflator is installed in the opposite direction of the original. This change puts the connector on the other end. The new harness has been extended approximately 2” to compensate. 5145858 5145861 Product Safety Recall 15442 Front Passenger Air Bag Inflator Page 14 of 21 5145863 16. Install the new inflator into the mounting bracket, short collar with the “blank” (no harness connector) end going in first. The protrusion (1) on the short collar will fit in the gap at the bottom of the fixed stopper plate portion. At the same time, the ridge (2) portion of the inflator side of the stopper plate will fit into the “notch” (3) in the end of the collar. When properly installed, the end of the inflator will be seated tight against the mounting bracket with NO gap. DO NOT peel the white harness connection dust cover at this time. 5145864 IMPORTANT: Always hold the stopper plate tight against the inflator as shown above while installing and tightening the NEW self-locking nuts. NEVER reuse the original nuts. 17. Install the new stopper plate over the harness connector end of the new inflator. 5145865 18. Remove the 2 nuts still installed on the mounting bracket and replace them with 2 NEW self-locking nuts. Once all 4 NEW nuts are in place, torque to 31-38-inch pounds in the new sequence shown below. Peel off the white dust cover and CAREFULLY align the tang of the new harness connector with the receiving slot in the inflator connector. This assures proper routing of the harness in relation to the air bag assembly mounting brackets. 5145869 20. Once alignment is confirmed, push down firmly to engage the connector. When fully seated, press down on the yellow tab locking the connector to the inflator. 5145870 IMPORTANT: Confirm the harness is not twisted at the inflator connector as shown below. Peel the adhesive backing and install the new Sponge Tape onto the yellow harness tube first then adhere it to the air bag mounting bracket as shown. 5145874 5145875 IMPORTANT: Cross section of the sponge tape installation. The sponge tape (1) must be installed more than half way around the yellow harness tube (2). 22 Install the air bag assembly into the vehicle. 22.1 Carefully place the air bag assembly through the top of the dash. NOTE: If a Security Module was originally installed to one of the lower air bag assembly mounting bolts, reattach the Security Module. Torque that specific bolt to 10 Nm (88 lb in) +/-Nm rather than the normal 7 Nm (62 lb in). 5145837 23. Reconnect the air bag assembly harness connector and attach it to the support beam bracket. NOTE: Before installing the glove box assembly, reconnect the negative battery cable. Turn the ignition key “ON” and confirm the “AIRBAG” warning light comes on then cycles off properly. Once proper warning light operation is confirmed, reinstall the glove box assembly, while making sure the cord loop for the opening dampener (if equipped) stays connected. 5145835 24. Reinstall the glovebox and ensure it closes properly. 25. Place the removed air bag inflator in the “cradle” of the kit box insert, with a copy of the job card attached to it. The job card number, repair date, repair mileage and full 17-character VIN must be clearly visible on the job card. 26. Check for Diagnostic Trouble Codes (DTCs). Product Safety Recall 15442 Front Passenger Air Bag Inflator Page 20 of 21 Dealer Responsibility – U.S. States, Territories, and Possessions It is a violation of Federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification under a sale or lease until the defect or noncompliance is remedied. The U.S. National Traffic and Motor Vehicle Safety Act provides that each vehicle that is subject to a recall of this type must be adequately repaired within a reasonable time after the customer has tendered it for repair. A failure to repair within sixty days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time. If the condition is not adequately repaired within a reasonable time, the customer may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation. To avoid having to provide these burdensome remedies, every effort must be made to promptly schedule an appointment with each customer and to repair their vehicle as soon as possible. In support of this initiative, General Motors implemented a Takata Completion Rate Improvement Program on October 1, 2017 that included two components: $50 Dealer Completion Bonus and Courtesy Transportation Reimbursement. As a result there are different installation instructions depending on the inflator being installed. Please refer to the appropriate service procedure instructions and parts information which were updated to reflect the new parts. THIS IS A NATIONAL EXPANSION OF RECALL NUMBER 14525-15036 FOR 2005 SAAB 9-2X MODELS ONLY (FOR THE USA AND CANADA) CONDITION Subaru of America is expanding regional recall 14525-15036 on certain 2005 model year Saab 9-2X vehicles to a national recall for the U.S. and Canada. These vehicles are equipped with SPI-type front passenger air bag inflators. Upon deployment of the passenger side frontal air bag, the inflator may rupture due to exposure to persistent conditions of high absolute humidity and/or due to manufacturing variability. In the event of a crash necessitating deployment of the passenger side frontal air bag, a susceptible inflator could rupture with metal fragments striking and potentially seriously injuring the vehicle occupants. CORRECTION Saab Official Service Centers (OSCs) are to replace the front passenger air bag inflator module. Disconnect cable from negative battery terminal. Refer to Battery Negative Cable Disconnection and Connection in WIS. Safety Precautions Warning: If an air bag system is not handled using proper procedures and methods, it may be activated accidentally during work resulting in a life-threatening serious accident. If the service procedure is NOT performed correctly, the system may fail to activate when needed. Be sure to perform the proper work safely and according to the instructions in this service procedure. 1. Eliminate Static Electricity. Before start of work, touch a metallic portion of the vehicle with a bare hand to discharge static electricity charged on your body. 2. DO NOT Measure Resistance. DO NOT measure resistance of air bag components. Measuring current of a circuit tester may cause accidental activation. 3. Handle The Air Bag Properly. If an inflator is dropped, replace it with a NEW inflator. 4. DO NOT Allow Foreign Objects Near Air bag. Collect and account for all removed nuts-bolts to prevent them from landing in the air bag assembly. Any foreign objects in the air bag assembly may cause damage or injury if the air bag is activated. 5. Wear Protective Equipment. Always wear appropriate protective equipment when working on the air bag. Front Passenger Air bag Inflator Module Replacement 3607819 │ PO Box 1590 │ Troy, MI │ 48099 – 1590 │ Danger: To avoid personal injury or death, it is critical to use an air bag module bracket when replacing an inflator module. Carefully read and follow the instructions below: Confirm the bracket assembly is installed securely in the vice. Confirm there are no loose objects or people exposed to the back side of the bracket for safety in the unlikely event of air bag deployment due to improper work procedures. The air bag is NOT being replaced due to an inadvertent deployment concern. Confirm that no objects, tools or people are within 3 feet (1 meter) of the back side of the bracket. Confirm that no objects, tools or people are within 2 feet (0.6 meters) of the sides of the bracket. BEFORE starting work and periodically while working on the air bag module, touch a metallic part of the work bench to discharge static electricity in the body. 1. Mount the bracket securely in a vice assembled as seen below. Note the position of the brackets and the orientation of the bolt heads. 2. Position the airbag assembly into the holes on the bracket support bars. Use the 2 Allen head bolts supplied with bracket. Once the airbag is in position tighten all of the mounting bracket bolts. Confirm the following steps have been completed BEFORE proceeding to the next step: The bracket is secure in the vise and the airbag is facing away from you. The air bag module is secured to the support bars of the bracket. The support bars are secured on the mounting bracket using one (1) bolt-nut at the top of each support bar and two (2) nuts-bolts at the bottom of each support bar. 3607909 Danger: To avoid personal injury, ALWAYS keep as much of your body as possible in front of the bracket when working on the air bag assembly. Place one wire (1) in the electro tap as shown in the illustration. 3470357 Note: Simultaneously working on the two wires tends to cause a mistake. Cut the two wires at the side of the electro tap opposite to the inflator (the side of the electro tap that is farthest away from the inflator). Loosen but do not remove the other two nuts on the mounting bracket as leaving them in place will help keep the airbag assembly together. 8. Remove the stopper plate. 9. Discard the 4 nuts as they are not to be reused. 10. Gently push in the 4 studs to loosed the inflator for removal 3607857 10.1 Remove the inflator. Use caution while guiding the harness through the stopper plate hole. Refer to the packaging instructions that were included with the new inflator module kit and/or at the end of this bulletin. 11. Carefully slide the new inflator into the air bag assembly, make sure to put the end with the harness connector in first and that the protective foil cover is still in place. Warning: Confirm the flats on the stopper plate and inflator are aligned. Note: DO NOT remove the seal until just before connecting the harness. Install the new nuts onto the 4 studs by hand. They will be torqued at a later step. Note: DO NOT fully remove the seal until just before connecting the harness. 13. Fold the seal in order to prevent it from being caught under the position determining plate in the next step. 14. Tighten four (4) NEW plate nuts evenly in several increments in the order shown in the illustration below using a 10 mm socket driver while pushing the inflator. (You will encounter some resistance during tightening because these nuts are self-locking nuts.) Torque Specification: 3.9 Nm (35 in-lb) Caution: There will be some resistance when tightening the nuts because they are self-locking. Confirm the nuts are tightened correctly. DO NOT use a power tool, T-handle, or ratchet when tightening the nuts to avoid over-torqueing. Warning: The connector should be connected IMMEDIATELY after removing the seal. Once the connector is installed it CANNOT be removed. If the connector is installed in the incorrect orientation the terminals may be bent or the connector may not fully engage. 15. Connect the inflator connector (2). 15.1 Remove the connector seal from the inflator. Plug in the harness │ PO Box 1590 │ Troy, MI │ 48099 – 1590 │ 15.2 Confirm the alignment of the harness connector as shown in the illustration, and then connect the harness. The connector wires should lead toward the center mounting bracket (1) on the air bag assembly. Reinstall the wiring harness retaining clip into its position on the mounting bracket. 16. Remove the air bag assembly from the bracket by removing the two Allen bolts and the air bag assembly. Place the air bag assembly on a cloth. 17. Peel the adhesive backing and install the new Sponge Tape onto the yellow harness tube first then adhere it to the airbag mounting bracket as shown in the illustration below. 18. Inspect the air bag before installing it into the vehicle. 18.1 Confirm that the 4 NEW plate nuts are installed and tight. 18.2 Confirm the NEW stopper and position determining plates are installed. 18.3 Confirm the flats on the position determining plate and inflator are aligned. │ PO Box 1590 │ Troy, MI │ 48099 – 1590 │ 19. Other repairs, if required, are to be billed under warranty, goodwill assistance or customer pay. 21. Connect scan tool and check for DTCs. 21.1 Clear DTCs, if present. 21.2 If DTCs are still present, record set DTCs on the job card. 22. Install the instrument panel (IP) compartment. SERVICE PROCEDURE FOR SAAB 9-2X P/N 98279FE07 CAUTION: Refer to the “CAUTION” section in the General Description portion of Airbag System AB in the Body Section of the Service Manual before handling or servicing the airbag module! STEP 1- PREPARATION: • Turn the ignition “OFF”. • Disconnect the Negative (ground) cable from the battery and wait at least 20 seconds before proceeding further • Remove the glove box assembly following the procedure in the applicable Service Manual. │ PO Box 1590 │ Troy, MI │ 48099 – 1590 │ IMPORTANT: Whenever beginning to remove (or install) the airbag assembly, and periodically while performing the procedure or after stepping away, remove any possible static charge from your body by momentarily touching a clean, bare metal ground point on the vehicle (e.g. the door striker). Remove from your person all electronic devices including cellphones before proceeding. • Disconnect the airbag module harness connector from the support beam bracket. • Remove the 3 retaining bolts and CAREFULLY remove the airbag module from the vehicle and place it on a clean cloth to protect the dash trim surface portion from damage. NOTE: There may be a Security Module secured with the lower airbag module mounting bolt on some models. IMPORTANT: DO NOT destroy or damage the kit box as it MUST be used for the original inflator’s return shipping. • Open the Kit Box and confirm all the necessary components are included: 4 Self-Locking nuts New Type 2 Inflator (pink collars on each end identify it as the replacement part) New Inflator Harness New Stopper Plate Electro-Tap (red shorting crimp connector) 1 ½” X 2 ¼” piece of self-adhesive Sponge Tape Shipping Documentation and Instructions │ PO Box 1590 │ Troy, MI │ 48099 – 1590 │ IMPORTANT: The removed airbag module must be mounted to the Airbag Deployment Fixture (part number EL-51377) as shown in the photo below to better secure it during the inflator and wiring harness component replacement procedures. Take your surroundings into account to avoid possible hazards should inadvertent deployment occur or sources of static or other electricity that could potentially induce such a deployment. STEP 2- Peel the Sponge Tape and remove the harness clip from the retainer bracket by pushing the tangs inward with a flat-blade screwdriver as shown below. Always remove any Sponge Tape adhesive residue from the airbag mounting bracket using mild solvent on a clean shop cloth. CAUTION: Never use any silicone-based products for this purpose. │ PO Box 1590 │ Troy, MI │ 48099 – 1590 │ STEP 3- CAREFULLY cut the yellow harness cover enough (approximately 2 inches) to expose the 2 red (or yellow) wires inside and provide enough room to install the Electro- Tap (shorting) connector using a wire cutter or scissor (no knives or razors). TAKE YOUR TIME AND BE CAREFUL TO NOT CUT THE 2 WIRES! Red Wires Yellow wires STEP 4- Short the 2 wires together by installing the Electro-Tap connector. The connector creates a short circuit which acts as a safeguard to prevent against static discharge that may deploy the removed inflator. The tab portion of the Electro-Tap connector MUST be cut off prior to use to insure a good short-circuit is made as shown in the illustration below. Follow the sequence below for installing the Electro-Tap connector. STEP 5- Once the Electro-Tap connector is fully crimped in place, cut the 2 wires on the body harness connector side of the Electro-Tap connector. STEP 6- Remove the two 8mm self-locking nuts securing the stopper plate. Loosen but do not remove the other two nuts on the mounting bracket as leaving them in place will help keep the airbag assembly together. │ PO Box 1590 │ Troy, MI │ 48099 – 1590 │ STEP 7- With the stopper plate removed and the other 2 self-locking nuts loosened, unseat the inflator off the mounting bracket end plate then rotate it slightly CLOCKWISE to make it easier to remove as shown in the photo to the right. Slide the inflator out of its mounting while feeding the cut off portion of the wiring harness through the “D-Shaped”hole in the end of the mounting bracket. NEVER ATTEMPT TO REMOVE THE HARNESS FROM THE INFLATOR! Place the removed original air bag inflator in the “cradle” of the Kit Box insert. STEP 8- VERY IMPORTANT: Record the 11-digit alpha-numeric serial number for both the removed (Type 1) and 14-digit numeric serial number for the new (Type 2) inflator on the Repair Order hard copy. This information will be required for completion of the Part Return Notice which will be forwarded by the retailer │ PO Box 1590 │ Troy, MI │ 48099 – 1590 │ to the PCC. The new 14 digit numeric serial number is also a requirement for claim entry. STEP 9- Inspect the new Type 2 inflator to confirm the locating protrusions on each of the pink collar portions are aligned as shown below. The “short” collar can be rotated as needed to align it with the protrusion on the “long” collar if necessary. NOTE: The Type 2 inflator is installed in the opposite direction of the original. This change puts the connector on the other end. The new harness has been extended approximately 2” to compensate. STEP 10- Install the new inflator into the mounting bracket, short collar with the “blank” (no harness connector) end going in first. The protrusion on the short collar will fit in the gap at the bottom of the fixed stopper plate portion. At the same time, the ridge portion of the inflator side of the │ PO Box 1590 │ Troy, MI │ 48099 – 1590 │ stopper plate will fit into the “notch” in the end of the collar. When properly installed, the end of the inflator will be seated tight against the mounting bracket with NO gap. DO NOT peel the white harness connection dust cover at this time. STEP 11- Install the new stopper plate over the harness connector end of the new inflator. │ PO Box 1590 │ Troy, MI │ 48099 – 1590 │ Remove the 2 nuts still installed on the mounting bracket and replace them with 2 NEW self-locking nuts. Once all 4 NEW nuts are in place, torque to 31 – 38 inch pounds in the new sequence shown below. Use a marker to mark the nuts after torqueing indicating they have been fully tightened. STEP 12- Peel off the white dust cover and CAREFULLY align the tang of the new harness connector with the receiving slot in the inflator connector. This assures proper routing of the harness in relation to the airbag assembly mounting brackets. │ PO Box 1590 │ Troy, MI │ 48099 – 1590 │ Step 13- Reinstall the wiring harness retaining clip into its position on the mounting bracket. IMPORTANT: Confirm the harness is not twisted at the inflator connector as shown below. STEP 14- Peel the adhesive backing and install the new Sponge Tape onto the yellow harness tube first then adhere it to the airbag mounting bracket as shown in the illustrations below. NOTE: If the accessory security module is installed to one of the airbag module mounting bolts, torque that specific bolt to 7.5 +/-1ft. lb. rather than the normal 5.4 ft. lb. specified in the Service Manual. Before installing the glove box assembly, reconnect the negative battery cable. Turn the ignition key “ON” and confirm the AIRBAG warning light comes on then cycles off properly. Once proper warning light operation is confirmed, reinstall the glove box assembly while making sure the cord loop for the opening dampener (if equipped) stays connected to complete the procedure. STEP 16- Place the removed air bag inflator in the “cradle” of the Kit Box insert, with a completed SOA warranty parts tag (MSA5W402A) attached to it. The tag must contain the following information: Claim Number, Repair Date, 17-digit VIN, and vehicle mileage. Refer to the “PARTS RETURN PROCEDURES” section of this bulletin (page 4) for further return shipping instructions and information. There are five key points: 1. Returns are to be batch processed every 90 days. 2. Fedex will be used for returns of less than 10 inflators. 3. An LTL carrier (Less than Truckload) will be used for returns 10 or more inflators. 4. Future Orio inflator part shipments will include the new instructions. 5. Answer: Each air bag inflator must be returned directly to the supplier, Takata U.S.A. in the box in which the replacement airbag was received. The shipping box contains a bar code label, which will be used by Takata USA to document the replacement of the old inflator with the new inflator. Therefore, it is very important that the removed inflator be returned in the exact same box that contained the newly installed inflator for the vehicle. If the original box cannot be re-used, please refer to the shipping instructions under “Requesting a new box/shipping labels.” Hold the parts for 90 days and then contact Takata XPO. Courtesy Transportation Reimbursement Even though the involved vehicles are well beyond courtesy transportation eligibility guidelines, dealers are authorized to provide alternate transportation to affected vehicle owners while their vehicle is at a GM dealership for completion of an eligible Takata air bag recall between January 1, 2018 through December 31, 2018. This could include one-way or two-way shuttle service, one half-day vehicle rental or one full-day vehicle rental with maximum reimbursement capped at one full-day vehicle rental. The availability of courtesy transportation to these vehicle owners is very important in encouraging them to make their vehicle available as soon as possible for this serious safety related repair. When scheduling service appointments, it is imperative that dealers make sure these vehicle owners clearly understand that some form of courtesy transportation is available and will be provided at no charge while their vehicle is being repaired. The GM recalls and vehicles identified in the following table are eligible for courtesy transportation reimbursement. In summary, the Takata Completion Rate Improvement Program is only applicable to the safety recalls and vehicle models identified above for recall repairs performed from January 1, 2018 through December 31, 2018. The involved recall bulletins have been revised accordingly and are available in the electronic Service Information (eSI) system. One version of direct mail and one version of email will be sent advising owners to visit their dealership to complete the recall. These communications will go out in the first part of June. Subaru of America has announced an expansion of an existing recall that includes 2005 model year Saab 9-2X vehicles. These vehicles were manufactured by Subaru of America and marketed by General Motors. The subject vehicles are equipped with front passenger air bag SPI inflators that are described in a Part 573 Defect Information Report (NHTSA Recall No. 15E041) submitted by Takata on May 18, 2015. As a result, GM is conducting a safety recall. This recall expands the existing 14525 and 15036 regional recalls to a national recall for the 2005 Saab 9-2X. Details of the transition from recall 15036 to 15040 for the Saab 2005 will be provided in future communications. The earlier regional recall included vehicles with registration history in areas of high absolute humidity. Consistent with other automotive manufacturers involved in regional recalls of Takata front passenger air bag inflators, this new recall will include all areas of the U.S. and Canada. Subaru’s report filed with the National Highway Traffic Safety Administration provides the following description of the condition and the resulting safety risk: The subject vehicles are equipped with front passenger air bag SPI inflators which are described in a Part 573 Defect Information Report (NHTSA Recall No. 15E041) submitted by Takata on May 18, 2015. The propellant wafers in some of the subject inflators may experience an alteration over time, which could potentially lead to overaggressive combustion in the event of an air bag deployment. Depending on the circumstances, this potential condition could create excessive internal pressure when the air bag is deployed, which could result in the body of the inflator rupturing upon deployment. Based upon Takata’s investigation to date, the potential for such ruptures may occur in some of the subject inflators after several years of exposure to persistent conditions of high absolute humidity. Takata is also aware of a potential issue associated with the inflator body internal tape seals on some SPI inflators. During its investigation, Takata observed a small number of tape seal leaks in SPI inflators manufactured prior to 2007. These leaks were discovered during leak testing in 2014, as part of the Takata returned inflator evaluation program. Leaks have been found in SPI inflators returned from several of the vehicle manufacturers. Such a leak can increase the potential for moisture to reach the main propellant wafers, possibly in areas outside of the highest absolute humidity States. In the event of a crash necessitating deployment of the passenger side frontal air bag, the subject propellant wafers could cause the inflator to rupture with metal fragments striking and potentially seriously injuring the vehicle occupants. Saab Official Service Centers are to replace the vehicle’s front passenger air bag inflator at no charge to the vehicle owner. Parts are not currently available. Further information will be forthcoming regarding part availability. General Motors has notified the National Highway Traffic Safety Administration (NHTSA) about the upcoming safety recall that involves 2005 Model Saab 9-2X vehicles. The GM recall number is 15442 and the Saab recall number is 15040. It is a violation of federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification under a sale or lease until the defect or noncompliance is remedied. As required by the National Highway Traffic Safety Agency (NHTSA), GM will begin notifying involved customers of this safety recall on by July 27, 2015 or sooner. This letter will advise customers that parts are not currently available and that they will receive a follow up letter when parts are available. The Orio “Inquiry By Chassis” screen will not be updated until the recall bulletin is released. However, please be advised that vehicle owners may see this recall on the GM Owner Website or the NHTSA Website.
