Ground Cable On Starter Motor May Break
If the cable is broken and repeated attempts are made to start the vehicle, the starter may ground through the steel braiding of the power steering hose, allowing it to heat up and possibly rupture, increasing the risk of a fire.

Summary
Isuzu Technical Center of America, Inc. (Isuzu
) is recalling certain 2018-2021 FTR and Chevrolet 6500XD vehicles. The ground cable connecting the starter motor to the vehicle frame may break at the starter-side eyelet, resulting in an engine no-crank or slow-crank condition, causing the vehicle not to start.
Remedy
Isuzu and Chevrolet will notify their
respective owners and dealers to replace the ground cable and to inspect and replace the power steering hose is damage exists, free of charge. The recall began October 9, 2020. Isuzu owners may contact the Isuzu
Customer Relations at 1-866-441-9638 and Chevrolet owners may contact the GM Medium Duty Truck assistance line at 1-800-862-4389. Isuzu

Attention:
It is a violation of Federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification under a sale or lease until the defect or noncompliance is remedied.
Vehicles involved in this recall were placed on stop delivery September 11, 2020. Once the service procedure contained in this bulletin has been performed on the vehicle, the vehicle is released from stop delivery and the vehicle can be delivered to the customer.
All involved vehicles that are in dealer inventory must be held and not delivered to customers, dealer traded, or used for demonstration purposes until the repair contained in this bulletin has been performed on the vehicle.
If the Starter Ground Cable is found to be separated during replacement, the flexible power steering hose should also be inspected for electrical heat damage. It is estimated that only 1% involved vehicles will require parts replaced. Due to the small number of vehicles anticipated that will need this fix and the limited initial parts availability, dealers are encouraged not to order these parts for use as shelf stock.

Condition
Isuzu Motors Limited has decided that a defect, which relates to motor vehicle safety, exists in certain 2018-2021 model year Chevrolet 6500XD Low Cab Forward vehicles produced before August 14, 2020. In the affected vehicles, the ground cable connecting the starter motor to the vehicle frame may break at the starter-side eyelet, which can result in an engine no-crank or slow-crank condition, causing the vehicle not to start. If the driver attempts to start the engine after the cable has broken, electrical current will flow through the steel braiding of the power steering hose rather than through the broken cable, generating heat within the power steering hose. Once the cable is broken, if the driver makes repeated efforts to restart the engine or if the key is held in the engine start position for an extended period of time, enough heat may be generated to melt and potentially to rupture the power steering hose. If the power steering hose ruptures, power steering fluid may leak onto a hot engine or exhaust surface increasing the risk of a fire.

2. At right side of vehicle, close to rear of the front tire, locate starter ground cable.

ensure flat side of eyelet is flush to starter housing. Torque to 40 Nm (30 ft.lb.).

9. Paint the bolt heads with high visibility paint marker after proper torque has been completed.
10. If the ground harness broke upon removal or was found broken, continue to the Power Steering Hose Replacement
section in this bulletin to complete the campaign. If the ground harness was not broken, proceed to Step 11.

11. Check the last 9 digits of the VIN against the VIN table above. If the VIN is included in the table, continue to the
Power Steering Hose Replacement section in this bulletin to complete the campaign. If VIN is NOT included in the
table, proceed to Step 12.
12. Inspect the power steering hose for unusual bulging/swelling or a leaking from the rubber flexible section of the
hose. If a bulge/swell or leak is found, continue to step 13. If the hose is not leaking, no further action is required.
NOTE: The power steering hose should be replaced ONLY if (a) the starter ground cable was found broken
or broke upon removal, or (b) the power steering hose was bulging/swelling or leaking.

13. Remove the right-side noise cover from the frame by removing the five (5) bolts. Set the bolts aside for reuse later.
14. Place a drain pan under the power steering hose frame union fitting.

NOTE: Be sure to use a wrench to hold the solid pipe fitting so it does not turn when loosening the hose nuts.

15. Remove the lower inlet hose nut (2) from the power steering pump pipe.
16. Remove the upper inlet hose nut (1) from the frame union.
17. Remove the inlet hose from the vehicle.
IMPORTANT: The power steering hose must not be twisted or bent during installation. Do not bend or distort the hose to make installation easier. Failure to follow these procedures could result in damage to the hose.
18. Route the hose in the same position the pipe/hose occupied prior to removal.
19. Smoothly route the hose in order to avoid sharp bends and kinking.
NOTE: Be sure to use a wrench to hold the solid pipe fitting so it does not turn when tightening the hose nuts.
20. Install the lower inlet hose nut (2) to the power steering pump pipe. Tighten the hose to 49-74 N·m (36-55 lb ft).
21. Install the upper inlet hose nut (1) to the frame union. Tighten the hose to 49-74 N·m (36-55 lb ft).
22. Fill the power steering to the proper level indicated on the power steering reservoir using Dexron VI fluid only.
23. Install the right engine compartment side panel.
24. Remove the drain pan from under the vehicle.
25. Start the engine and bleed the power steering system.

It is a violation of Federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification under a sale or lease until the defect or noncompliance is remedied.
The US National Traffic and Motor Vehicle Safety Act provides that each vehicle that is subject to a recall of this type must be adequately repaired within a reasonable time after the customer has tendered it for repair. A failure to repair within sixty days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time. If the condition is not adequately repaired within a reasonable time, the customer may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation. To avoid having to provide these burdensome remedies, every effort must be made to promptly schedule an appointment with each customer and to repair their vehicle as soon as possible. how to contact the US National Highway Traffic Safety Administration if the recall is not completed within a reasonable time.
Dealer Responsibility – All
All new, used, GM Certified Used, courtesy transportation vehicles, dealer shuttle vehicles, etc. in dealers’ possession and subject to this recall must be held and inspected/repaired per the service procedure of this bulletin before customers take possession of these vehicles. Involved vehicles must be held and not delivered to customers, dealer-traded, released to auction, used for demonstration, or any other purpose.
All GM Certified Used vehicles currently in the dealers’ inventory within the Certified Pre-Owned Inventory System (CPOIS) will be de-certified and must be held and remedied per the service procedure in this bulletin. Upon submitting an accepted/paid warranty transaction in the Global Warranty Management (GWM) system, the vehicle can be re-certified for sale within the CPOIS system, or once again be used in the CTP program.
Dealers are to service all vehicles subject to this recall at no charge to customers, regardless of mileage, age of vehicle, or ownership, from this time forward.
Customers who have recently purchased vehicles sold from your vehicle inventory, and for which there is no customer information indicated on the dealer listing, are to be contacted by the dealer. Arrangements are to be made to make the required correction according to the instructions contained in this bulletin. A copy of the customer letter is provided in this bulletin for your use in contacting customers. Recall follow-up cards should not be used for this purpose, since the customer may not as yet have received the notification letter. In summary, whenever a vehicle subject to this field action enters your vehicle inventory you must take the steps necessary to ensure the program correction has been made before selling the vehicle. In addition, for vehicles entering your facility for service, you are required to ensure the customer is aware of the open field action and make every reasonable effort to implement the program correction as set forth in this bulletin prior to releasing the vehicle.

The Customer In-Service tab will contain customer names and addresses from Motor Vehicle Registration Records. The use of such motor vehicle registration data for any purpose other than follow-up necessary to complete this recall may be a violation of law in several states.

Why is your vehicle being recalled?
In the affected vehicles, the ground cable connecting the starter motor to the vehicle frame may break at the starter-side eyelet, which can result in an engine no-crank or slow-crank condition, causing the vehicle not to start. If the driver attempts to repeatedly start the engine after the cable has broken or holds key in the start position for an extended period of time, electrical current will flow through the steel braiding of the power steering hose, rather than through the broken cable, generating heat within the power steering hose. Enough generated heat may potentially damage or rupture the power steering hose. If the power steering hose ruptures, power steering fluid may leak onto a hot engine or exhaust surface increasing the risk of a fire.
What will we do?
Your GM dealer will replace the ground cable in all affected vehicles and will inspect the power steering hose for any damage. The power steering hose will be replaced if the ground cable was broken or if the power steering hose is bulging/swelling or leaking. This service will be performed for you at no charge. Because of service scheduling requirements, it is likely that your dealer will need your vehicle longer than the actual inspection and service correction time of approximately one hour and five minutes.
What should you do?
You should contact your GM dealer to arrange a service appointment as soon as possible.

Even though you may have previously had repairs for this condition, you will still need to take your vehicle to your dealer for additional repairs. On September 11, 2020, GM sent to all GM dealers GlobalConnect Message GCUS-3-1906 regarding safety recall N202316700.
The required repair to complete this recall is not yet available. Until further instructions are received, the involved vehicles that are in dealers’ possession (new or used vehicle inventory, GM Certified Used, courtesy transportation vehicles, dealer shuttle vehicles, etc.) must be held and cannot be delivered to customers, dealer-traded, released to auction, used for demonstration purposes or put to any other use.
This message is to inform dealers who have involved vehicles in their inventory that they can now apply for the used vehicle Working Capital Assistance Program (“WCAP”) for safety recall N202316700.
Before proceeding with the application process described below, dealers must verify vehicle eligibility based on the program terms and guidelines that were provided in GM GlobalConnect Message GCUS-9-9188 dated March 10, 2020. Applications submitted on ineligible vehicles are subject to chargeback of any incentives paid to the dealer under the WCAP. Because compensation and tracking require visibility into dealers’ inventory, dealers must also have agreed to a Dealer Data Share agreement with GM in order to receive any compensation under this program.
To apply for the WCAP for safety recall N202316700, dealers must access the GM Global Warranty Management (GWM) system and submit a “ZSET” warranty transaction using the labor code provided below for each eligible vehicle. This zero dollar special transaction type is the dealer’s application for compensation and constitutes a representation from the dealer that the vehicle is eligible for WCAP assistance.

To be eligible for the WCAP, a vehicle must be in dealer inventory at the time the related field action bulletin is released. If a vehicle has been delivered, wholesaled or otherwise disposed of prior to release of the bulletin, the vehicle is not eligible for assistance. Additionally, recalled vehicles taken in on trade may be eligible for assistance if the dealer immediately reports the vehicle in used vehicle inventory via its Dealer Management System (DMS) and makes application through the GWM system.
To ensure that GM is receiving daily inventory information, which is necessary to process payments and make eligibility determinations under the WCAP, the dealer’s vehicles must be properly identified in the dealership’s DMS. A daily feed of this information is provided to GM through the Dealer Data Share (DDS) agreement.
Beginning with the 1st quarter of 2019, all WCAP payments will be facilitated through the Global Warranty Management (GWM) system. For each eligible vehicle, a qualifying dealer will submit for WCAP vehicle enrollment with a “ZSET” transaction type and for reimbursement with a “ZFAT” transaction type both through the GWM system. If approved, a WCAP credit for that vehicle will be issued through the GWM system similar to any other warranty credit. WCAP submission instructions and the required labor code will also be provided in the appropriate field action bulletin. Each WCAP transaction being credited will be clearly identified on the dealer’s daily credit memo.
In order to receive payment, a dealer must have timely reported the vehicle in used vehicle inventory, retained the vehicle until the related field action bulletin is released, and properly applied for the WCAP payment. The vehicle must also be otherwise eligible under WCAP rules and guidelines.
GM reserves the right to amend, modify, terminate, or cancel this program at any time in its sole discretion.

Effective immediately, stop the delivery of certain 2018-2021 model year Chevrolet Low Cab Forward (LCF) 6500XD MD vehicles in new or used vehicle inventory. Isuzu Motors Limited has notified the National Highway Traffic Safety Administration (NHTSA) about an upcoming safety recall that involves these vehicles. The GM recall number is N202316700.
It is a violation of federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification until the defect is remedied.

Until further instructions are received, involved vehicles that are in dealers’ possession (new or used vehicle inventory, GM Certified Used, courtesy transportation vehicles, dealer shuttle vehicles, etc.) must be held and not delivered to customers, dealer-traded, released to auction, used for demonstration purposes or any other dealer use. All GM Certified Used vehicles currently in the dealers’ inventory within the Certified Pre-Owned Inventory System (CPOIS) will be de-certified.
The Investigate Vehicle History (IVH) screen in the Global Warranty Management (GWM) system will be updated for this upcoming recall on September 12, 2020 or sooner. This action has been taken to assist dealers with determining which vehicles are involved so they can properly respond to customer inquiries.
A list of involved vehicles that have been identified as being in dealer new vehicle inventory is attached to this message. It is sorted by dealer Business Associate Code (BAC) for easy reference. Your dealership’s BAC will not be listed if none of the involved vehicles are currently in your new vehicle inventory. A2) | In the affected vehicles, the ground cable connecting the starter motor to the vehicle frame may break at the starter-side eyelet, which can result in an engine no-crank or slow-crank condition, causing the vehicle not to start. If the driver attempts to start the engine after the cable has broken, electrical current will flow through the steel braiding of the power steering hose rather than through the broken cable, generating heat within the power steering hose. Once the cable is broken, if the driver makes repeated efforts to restart the engine or if the key is held in the engine start position for an extended period of time, enough heat may be generated to melt and potentially to rupture the power steering hose. If the power steering hose ruptures, power steering fluid may leak onto a hot engine or exhaust surface.

Describe the chronology of events leading up to the defect decision or test data for the noncompliance decision: (2000)
In June 2019, Isuzu received a report of a MY 2018 FTR truck having been towed to a dealership in April due to a no-start condition. The customer reported seeing smoke from the engine compartment and the Technical Assistance Report described a hole in the power steering hose. In July 2019, Isuzu
received another report of a no-start condition with a melted power steering hose. Review of the returned part from the first report found that the starter ground cable had broken at the starter side terminal eyelet. The cable was internally corroded and the power steering hose was ruptured near one of the end fittings. A US-based investigation was opened through Isuzu
North America
Corporation’s (INAC) internal investigation process and a corollary investigation was begun at Isuzu Motor Limited (IML) in Japan.
Isuzu collected healthy ground cables from the field for further analysis, and continued to collect parts associated with reported failures. In late August 2019, Isuzu
received a report of a no-start condition with excessive resistance. The occurrence differed from the prior instances in that this claim mentioned slow cranking and there was no damage found to the power steering hose. As the investigation progressed, Isuzu
received six additional reports of no-start conditions during the remainder of 2019, with five of those not indicating degradation to the power steering hose. Isuzu
was collecting healthy (non-failure) ground cables, and conducting analyses, through which it determined that the starter ground cables were subject to excessive stress. By the end of 2019, Isuzu
directed its Engineering group to consider replacing the specification for the ground starter cable to reduce the stress and to prevent the no-start condition.
Between January and March, 2020, Isuzu conducted evaluations with a proposed replacement supplier. By the end of March, however, that supplier informed Isuzu
that it lacked capacity to service Isuzu
’s needs. A new supplier was identified in April and further development of a new starter ground cable began and was completed as of June 11, 2020. Before initiating a field action, Isuzu
reviewed the field experience. Isuzu
had received an additional eight reports of a no-start condition, all requiring replacement of the starter ground cable and three of which also involved replacing the power steering hose. In one of those cases, the driver reported seeing smoke from the back of the cab. Further investigation of the relationship between the ground starter cable issue and the power steering hose issue was necessary.
When initial internal investigation was found inconclusive, returned parts were sent to the supplier for destructive testing. Additional investigation was also conducted internally. The results of that testing were reported on July 30, 2020. Although the supplier concluded that the power steering hose failures might have been caused by the use of low grade power steering fluid, Isuzu’s analysis suggested that under a starter ground cable open circuit condition, the electrical current could flow instead through the steel braiding of the power steering hose during cranking and increase the temperature of the steel braiding. Under certain conditions, the temperature could increase to a level causing damage to the power steering hose.
Based on its analysis, Isuzu determined that damage to the power steering hose is a secondary impact from the no-start condition caused by a failed starter ground cable. Isuzu
therefore initiated a change on the production line on August 14th, 2020 to utilize a longer starter ground cable with a larger bend radius and L-shaped retainers. Isuzu
also prepared to conduct a field action to replace the starter ground cable in all field vehicles. In reviewing the field campaign, it was noted that the potential for the power steering hose to degrade, melt and rupture is dependent on the driver continuing to try to restart the truck from a no-start condition or holding the key in the engine start position for an extended period of time. To the extent that power steering fluid may leak onto a hot surface and lead to smoke, the smoke is readily apparent to the driver and the driver would cease trying to start the engine. The issue arises only in the circumstance of a no-start condition and not while the vehicle is in motion. Isuzu
has not received any reports that a power steering hose leak did, and does not believe that such a leak would, move beyond a thermal event to an actual flame. Nonetheless, due to the nature of the issue and out of an abundance of caution, Isuzu
decided on September 3, 2020 to conduct the field campaign as a safety recall.
