Summary
General Motors (GM) is recalling certain 2019-2021 GMC Sierra 1500 and Silverado 1500 vehicles equipped with certain accessory road tires and a 17″ spare tire. The 17″ spare tire provided with the vehicle is not compatible for use with the accessory wheels, which can cause the anti-lock brake system (ABS) to not function properly under certain conditions.
Remedy
Dealers will provide a new 17″ spare tire and wheel assembly that is compatible with the accessory wheels, free of charge. Dealers will also apply a new spare tire information label, and provide owners with an owner’s manual insert clarifying which spare tire to use with the accessory road tires and with the 17″ original tires. Owner notification letters were mailed February 7, 2022. Owners may contact GM customer service at 1-800-462-8782 or GMC customer service at 1-800-462-8782. GM’s number for this recall is N212346510.

Condition
General Motors has decided that a defect, which relates to motor vehicle safety, certain 2019 – 2021 model year Chevrolet Silverado 1500 and GMC Sierra 1500 vehicles equipped with a 17” spare tire (RPO RHM, QBR, or XCQ) and also equipped with (i) 22” accessory road tires (RPO XD5 or XAH), (ii) 20” accessory road tires (RPO XDF) or (iii) 18” accessory road tires (RPO RCP), in new or used vehicle inventory. If the original 17” spare tire is installed on the vehicle opposite one of the listed accessory tires, the anti-lock braking system (ABS) may not independently control the rear wheels on low-friction surfaces. If installed on opposing rear wheels in the subject vehicles, the difference in revolutions per kilometer (RPK) between (a) the original spare tire and (b) 22”, 20”, or 18” accessory road tires can interfere with the operation of the vehicle’s ABS system. If the ABS system cannot control the rear wheels independently on low-friction surfaces, there is an increased risk of a crash.
Correction
Dealers will provide a 17” spare tire and wheel assembly with compatible RPK rating to owners confirmed to have the 22”, 20”, or 18” accessory road tires. Dealers will also apply a new spare tire information label over the existing tire placard label. Owners will also be provided an Owner’s Manual insert clarifying which spare tire that should be used with the 22”, 20” and 18” accessory road tires and the spare tire to be used with the 17” original tires.

Q1) Which vehicles are involved?

Courtesy transportation is available for customers whose vehicles are involved in this recall and are within the warranty coverage period for the warranty which is associated with this recall. Chronology :
GM opened an investigation into the subject vehicles on August 13, 2021, in connection with a read-across from a previous investigation that resulted in a recall of 86 heavy-duty trucks that were equipped with certain 17” OEM spare tires and larger diameter accessory road tire combinations. Ref. NHTSA Recall No. 21V578.
GM first analyzed production records to determine which light-duty truck configurations may have been equipped with one of three available 17” OEM spare tires. GM then reviewed accessory-tire sales records to determine whether any of these vehicle configurations may have been offered larger diameter accessory road tires. GM’s engineers conducted testing at GM’s Milford Proving Grounds to evaluate which configurations, if any, exceeded GM’s internal RPK standard when the spare tire is installed.
GM’s testing identified several light-duty truck configurations for further investigation. GM’s investigation identified zero relevant field reports and no crashes attributable to this condition in these vehicles. On December 9, 2021, GM’s Safety Field Action Decision Authority (SFADA) decided to conduct a safety recall.

Locate the Tire and Loading Information label in the driver door opening. 5908675 NOTE: Example label shown, actual information may vary by vehicle. 2. Identify the spare tire information section. 3. Clean the information label using 50% isopropyl alcohol and dry with a clean, lint free cloth. Receiving surface MUST be clean, dry, and free of any contaminants. The surface temperature should not be less than 65o F (21o C). 4. Firmly hold the new label and peel protective liner from the back side, being careful not to touch or contaminate the adhesive with dirt or foreign matter. 5. Ensure the new label is properly positioned before allowing contact with the original label surface. The adhesive used is very aggressive and will not allow repositioning once the new label is applied. Install the new spare tire information label over the existing spare tire section of the Tire and Loading Information label using the black centerline for reference. Press firmly and smooth out entire label ensuring corners are fully adhered. This message is to inform dealers who have involved vehicles in their inventory that they can now apply for the used vehicle Working Capital Assistance Program (“WCAP”) for safety recall N212346510. Before proceeding with the application process described below, dealers must verify vehicle eligibility based on the program terms and guidelines that were provided in GM GlobalConnect Message GCUS-9-10968 dated March 10, 2021. Applications submitted on ineligible vehicles are subject to chargeback of any incentives paid to the dealer under the WCAP. Because compensation and tracking requires visibility into dealers’ inventory, dealers must also have agreed to a Dealer Data Share agreement with GM in order to receive any compensation under this program. To apply for the WCAP for safety recall N212346510, dealers must access the GM Global Warranty Management (GWM) system and submit a “ZSET” warranty transaction using the labor code provided below for each eligible vehicle. Additionally, recalled vehicles taken in on trade may be eligible for assistance if the dealer immediately reports the vehicle in used vehicle inventory via its Dealer Management System (DMS) and makes application through the GWM system. To ensure that GM is receiving daily inventory information, which is necessary to process payments and make eligibility determinations under the WCAP, the dealer’s vehicles must be properly identified in the dealership’s DMS. A daily feed of this information is provided to GM through the Dealer Data Share (DDS) agreement. Beginning with the 1st quarter of 2019, all WCAP payments will be facilitated through the Global Warranty Management (GWM) system. For each eligible vehicle, a qualifying dealer will submit for WCAP vehicle enrollment with a “ZSET” transaction type and for reimbursement with a “ZFAT” transaction type both through the GWM system. GLOBAL SAFETY FIELD INVESTIGATIONS DCS6008 URGENT – DISTRIBUTE IMMEDIATELY Date: December 16, 2021 Subject: Stop Delivery Order for Upcoming Safety Recall N212346510 Mismatched Spare Tire Models: 2019 – 2021 Chevrolet Silverado 1500 2019 – 2021 GMC Sierra 1500 To: All General Motors Dealers STOP DELIVERY ORDER Effective immediately, stop the delivery of certain 2019 – 2021 model year Chevrolet Silverado 1500 and GMC Sierra 1500 vehicles equipped with a 17” spare tire (RPO RHM, QBR, or XCQ) and also equipped with (i) 22” accessory road tires (RPO XD5 or XAH), (ii) 20” accessory road tires (RPO XDF) or (iii) 18” accessory road tires (RPO RCP), in new or used vehicle inventory. General Motors has notified the National Highway Traffic Safety Administration (NHTSA) about an upcoming safety recall that involves these vehicles. The GM recall number is N212346510. It is a violation of federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification until the defect is remedied. If the original 17” spare tire is installed on the vehicle opposite one of the listed accessory tires, the anti-lock braking system (ABS) may not independently control the rear wheels on low-friction surfaces. If installed on opposing rear wheels in the subject vehicles, the difference in revolutions per kilometer (RPK) between (a) the original spare tire and (b) 22”, 20”, or 18” accessory road tires can interfere with the operation of the vehicle’s ABS system. If the ABS system cannot control the rear wheels independently on low-friction surfaces, there is an increased risk of a crash. To correct this condition, dealers will provide a 17” spare tire and wheel assembly with compatible RPK rating to owners confirmed to have the 22”, 20”, or 18” accessory road tires. Dealers will also apply a new spare tire information label over the existing tire placard label. Owners will also be provided an Owner’s Manual insert clarifying which spare tire that should be used with the 22”, 20” and 18” accessory road tires and the spare tire to be used with the 17” original tires. Ref. NHTSA Recall No. 21V578. GM first analyzed production records to determine which light-duty truck configurations may have been equipped with one of three available 17” OEM spare tires. GM then reviewed accessory-tire sales records to determine whether any of these vehicle configurations may have been offered larger diameter accessory road tires. GM’s engineers conducted testing at GM’s Milford Proving Grounds to evaluate which configurations, if any, exceeded GM’s internal RPK standard when the spare tire is installed. GM’s testing identified several light-duty truck configurations for further investigation. GM’s investigation identified zero relevant field reports and no crashes attributable to this condition in these vehicles. On December 9, 2021, GM’s Safety Field Action Decision Authority (SFADA) decided to conduct a safety recall.
