Rear Suspension Toe Link May Loosen and Separate
A loose toe link can separate and cause a loss of vehicle control, increasing the risk of a crash.

Summary
General Motors, LLC (GM) is recalling certain 2010-2016 Cadillac
SRX and 2011-2012 Saab
9-4X vehicles. The rear suspension toe link adjuster may not have been tightened properly, which could result in a loose toe link.
Remedy
Dealers will replace the adjustable toe link with a non-adjustable one, free of charge. Owners are advised to not drive their vehicle if they experience certain Malfunction Indicator Lamp (MIL) warnings or other issues, such as unusual steering behavior, while driving. Please see the Part 573 report for the full list of warnings. Interim owner notification letters were mailed August 6, 2021. Owner notification letters were mailed on October 25, 2021. General Motors has decided that a defect, which relates to motor vehicle safety, exists in certain 2010 to 2016 model year Cadillac

9-4x vehicles. These vehicles may have received improper service requiring adjustment of a rear suspension toe link. In rare cases, dealers or independent repair shops may not have followed GM’s published procedures for torquing the jam nut in the toe link adjusters to the proper specification. A loose toe link can cause the vehicle to sway or wander at highway speeds or allow water or other corrosive elements to enter the threads within the adjuster. If a toe link is improperly adjusted, corrosion combined with vehicle motion may eventually cause the threads within the link to wear and loosen. In very rare cases with continued use, the link could separate. Separation while the vehicle is being driven increases the risk of a crash.
Correction
Dealers will replace the adjustable toe link with a design that prevents adjustment.

Q1) Which vehicles are involved?

Q2) What is the issue or condition?
These vehicles may have received improper service requiring adjustment of a rear suspension toe link. Q3) What symptoms may be experienced? What warning signs may be associated with the issue or condition described?
Warnings may include:
- Service Traction Control message
- Service Stabilitrak message
- Stabilitrak malfunction indicator lamp (MIL) stays on or flashes intermittently
- Service Rear Axle message
- Chimes in combination with any of these messages or MILs
- Sway or wander while driving
- Loud metallic or other unusual noise from the rear suspension
- Off-center steering wheel
- Uneven wear between the rear tires
A customer who experiences these warnings should have the vehicle flat towed to a GM dealership and should not drive the vehicle until it is inspected by a GM dealer.

If special instructions are provided, they will be included in the notification letters to customers. A customer who experiences warning signs listed in A3 should have the vehicle flat towed to a GM dealership and should not drive the vehicle until it is inspected by a GM dealer.

Chronology of Defect / Noncompliance Determination

Describe the chronology of events leading up to the defect decision or test data for the noncompliance decision:
On September 10, 2014, GM recalled certain 2010-15 Cadillac SRX and 2011-12 Saab
9-4x vehicles after determining that, on some of those vehicles, the jam nuts in the rear toe-link adjusters may not have been torqued to the proper specification during GM’s assembly process. Ref. NHTSA Recall No. 14V571. Without proper torque there was a potential for the toe link to loosen. As part of the recall remedy, GM dealers were instructed to inspect the toe links and increase the torque if necessary, or to replace the toe links if they were loose or damaged. The design was proven effective when correctly installed and torqued in accordance with GM’s published service procedures.
After the 2014 recall was launched GM received isolated reports of loose toe links in vehicles that had been repaired under Recall 14V571. GM undertook an analysis of dealer repairs and determined that some dealers had failed to follow GM’s service procedures. On March 30, 2015, GM revised the service procedures to help prevent further dealer errors in making the repair. These procedures were also publicly available to independent repair shops.
GM continued to monitor field performance and evaluate whether the improved service procedure effectively reduced errors in servicing. The overall rate of field reports remained low, and an improper repair was very unlikely if performed after the revised service procedures were published. Together, this data indicated that the original repair was successful in most cases, and the revised service procedure was being followed and was effective. Nevertheless, out of an abundance of caution, GM further updated the service information in October 2020 to instruct technicians to always replace the toe links rather than adjusting them after an alignment or other applicable service.
On November 6, 2020, NHTSA opened a preliminary evaluation (PE20-019) into the condition and, on December 31, 2020, issued an information request to GM. GM responded to the information request on February 18, 2021. GM concluded, consistent with its prior experience, that the condition is the result of a rare occurrence of service operator error during a rear toe alignment or other service requiring adjustment of the rear toe links. The rate of potentially related field incidents remained low, and the issue is detectable, including by traction control and Stabilitrak messages or malfunction indicator lamps, sway or wander at highway speeds or a loud clanking or chucking noises when traveling over bumps. Complete separation of the link was very rare as drivers brought the vehicle in for repair before corrosion and continued vehicle use could result in separation of the toe link.
As of the time GM refreshed its U.S. field data in connection with its response to NHTSA’s information request, GM had identified 308 warranty claims and 47 other unique field and service reports that could potentially relate to the condition. These reports were submitted between November 2014 and December 2020. The total U.S. vehicle population of 382,202 had been in the field for up to 77 months.
On June 7, 2021, NHTSA informed GM that it had received additional field reports potentially relating to the condition. In a subsequent meeting, NHTSA expressed its view that the risk of improper service following the initial safety recall warranted a follow-up recall. After discussions with NHTSA, GM decided on June 17, 2021 to conduct this safety recall. All vehicles previously recalled under 14V571 are included in this decision. Any vehicles remaining open under 14V571 will be closed.

Rear Toe Adjuster Link Separation

The Office of Defects Investigation (ODI) has received nine complaints alleging rear toe link adjuster separation on model year (MY) 2010-2015 Cadillac SRX vehicles. The complaints report uncontrolled swaying while driving with two incidents leading to a crash.
Most of the complaint vehicles were remedied previously under Recall 14V-571, which required inspection and re-torque or replacement of the rear toe links in the subject vehicles.
ODI has examined toe links from several of the complaint vehicles that exhibited corrosion and thread wear on the adjustable portion of the link. The root cause of this corrosion and wear is unknown but has been attributed to in-service adjustment of the toe link, typically during four wheel alignments, as evidenced by review of complaint vehicle service histories. In all cases, this service was conducted after the safety recall remedy was performed.
ODI has opened a Preliminary Evaluation to characterize the percentage of the subject vehicle population exhibiting minimal toe link integrity in the field and to identify factors that contribute to this situation.

General Motors has notified the National Highway Traffic Safety Administration (NHTSA) about an upcoming safety recall that involves 2010 to 2016 model year Cadillac SRX and 2011 to 2012 Saab 9-4x vehicles. The GM recall number is N212340980.
Some vehicles involved in this recall were originally part of bulletin 14457. This bulletin will be closed, and the affected vehicles will now show under this upcoming safety recall.
The repair of SAAB vehicles regarding this safety recall will not be serviced at official SAAB Service Centers but can be repaired at your local Cadillac or any General Motors dealership.
It is a violation of federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification until the defect is remedied.
These vehicles may have received improper service requiring adjustment of a rear suspension toe link. In rare cases, dealers or independent repair shops may not have followed GM’s published procedures for torquing the jam nut in the toe link adjusters to the proper specification. A loose toe link can cause the vehicle to sway or wander at highway speeds or allow water or other corrosive elements to enter the threads within the adjuster. If a toe link is improperly adjusted, corrosion combined with vehicle motion may eventually cause the threads within the link to wear and loosen. In very rare cases with continued use, the link could separate. Separation while the vehicle is being driven increases the risk of a crash.
Parts are not currently available, but when parts are available, dealers will replace the adjustable toe link with a design that prevents adjustment.
Until further instructions are received, involved vehicles that are in dealers’ possession (new or used vehicle inventory, GM Certified Used, courtesy transportation vehicles, dealer shuttle vehicles, etc.) must be held and not delivered to customers, dealer-traded, released to auction, used for demonstration purposes or any other dealer use. All GM Certified Used vehicles currently in the dealers’ inventory within the Certified Pre-Owned Inventory System (CPOIS) will be de-certified.
The Investigate Vehicle History (IVH) screen in the Global Warranty Management (GWM) system will be updated for this upcoming recall on June 24, 2021. This action has been taken to assist dealers with determining which vehicles are involved so they can properly respond to customer inquiries.

Why is your vehicle being recalled?
These vehicles may have received improper service requiring adjustment of a rear suspension toe link. Dealers or independent repair shops may not have followed GM’s published procedures for torquing the jam nut in the toe link adjusters to the proper specification. A loose toe link can cause the vehicle to sway or wander at highway speeds or allow water or other corrosive elements to enter the threads within the adjuster. If a toe link is improperly adjusted, corrosion combined with vehicle motion may cause the threads within the link to wear and loosen. With continued use, the link could separate. Separation while the vehicle is being driven increases the risk of a crash.

When parts are available, we will send you another letter asking you to take your vehicle to your GM dealer to have your vehicle serviced. Attention:
It is a violation of Federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification under a sale or lease until the defect or noncompliance is remedied.
Vehicles involved in this recall were placed on stop delivery June 24, 2021. Once the service procedure contained in this bulletin has been performed on the vehicle, the vehicle is released from stop delivery and the vehicle can be delivered to the customer.
All involved vehicles that are in used dealer inventory must be held and not delivered to customers, dealer traded, or used for demonstration purposes until the repair contained in this bulletin has been performed on the vehicle.
A customer who experiences these warnings should have the vehicle flat towed to a GM dealership and should not drive the vehicle until it is inspected by a GM dealer.

IMPORTANT: The new rear suspension links are non-adjustable. Rear toe adjustment is to be accomplished
using the camber adjustment. Please refer to the revised rear alignment specifications provided in the service
procedure below. There are two types of service parts that are approved for this repair. The over-mold part and
the solid link part both perform and function the same, only the manufacturing processes differ. They must be
installed in pairs, do not mix the over-mold and solid link service parts on the same vehicle.

It is a violation of Federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification under a sale or lease until the defect or noncompliance is remedied.
The US National Traffic and Motor Vehicle Safety Act provides that each vehicle that is subject to a recall of this type must be adequately repaired within a reasonable time after the customer has tendered it for repair. A failure to repair within sixty days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time. If the condition is not adequately repaired within a reasonable time, the customer may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation. To avoid having to provide these burdensome remedies, every effort must be made to promptly schedule an appointment with each customer and to repair their vehicle as soon as possible. In the recall notification letters, customers are told how to contact the US National Highway Traffic Safety Administration if the recall is not completed within a reasonable time.
Dealer Responsibility – All
All new, used, GM Certified Used, courtesy transportation vehicles, dealer shuttle vehicles, etc. in dealers’ possession and subject to this recall must be held and inspected/repaired per the service procedure of this bulletin before customers take possession of these vehicles. Involved vehicles must be held and not delivered to customers, dealer-traded, released to auction, used for demonstration, or any other purpose.
All GM Certified Used vehicles currently in the dealers’ inventory within the Certified Pre-Owned Inventory System (CPOIS) will be de-certified and must be held and remedied per the service procedure in this bulletin. Upon submitting an accepted/paid warranty transaction in the Global Warranty Management (GWM) system, the vehicle can be re-certified for sale within the CPOIS system, or once again be used in the CTP program.
Dealers are to service all vehicles subject to this recall at no charge to customers, regardless of mileage, age of vehicle, or ownership, from this time forward.
Customers who have recently purchased vehicles sold from your vehicle inventory, and for which there is no customer information indicated on the dealer listing, are to be contacted by the dealer. Arrangements are to be made to make the required correction according to the instructions contained in this bulletin. A copy of the customer letter is provided in this bulletin for your use in contacting customers. Recall follow-up cards should not be used for this purpose, since the customer may not as yet have received the notification letter. In summary, whenever a vehicle subject to this field action enters your vehicle inventory you must take the steps necessary to ensure the program correction has been made before selling the vehicle. In addition, for vehicles entering your facility for service, you are required to ensure the customer is aware of the open field action and make every reasonable effort to implement the program correction as set forth in this bulletin prior to releasing the vehicle.

A loose toe link can cause the vehicle to sway or wander at highway speeds or allow water or other corrosive elements to enter the threads within the adjuster. If a toe link is improperly adjusted, corrosion combined with vehicle motion may cause the threads within the link to wear and loosen. With continued use, the link could separate. Separation while the vehicle is being driven increases the risk of a crash.
Warnings may include:
• Service Traction Control message
• Service Stabilitrak message
• Stabilitrak malfunction indicator lamp (MIL) stays on or flashes intermittently
• Service Rear Axle message
• Chimes in combination with any of these messages or MILs
• Sway or wander while driving
• Loud metallic or other unusual noise from the rear suspension
• Off-center steering wheel
• Uneven wear between the rear tires
A customer who experiences these warnings should have the vehicle flat towed to a GM dealership and should not drive the vehicle until it is inspected by a GM dealer.
What will we do?
Your GM dealer will replace the adjustable toe link with a design that prevents adjustment. This service will be performed for you at no charge. Because of service scheduling requirements, it is likely that your dealer will need your vehicle longer than the actual service correction time of approximately 2 hours.

You should contact your GM dealer to arrange a service appointment as soon as possible.

Even though you may have previously had repairs for this condition, you will still need to take your vehicle to your dealer for additional repairs. If you have already paid for repairs for the recall condition, please complete the enclosed reimbursement form and present it to your dealer with all required documents. On June 24, 2021, GM sent to all GM dealers GlobalConnect Message GCUS-3-2221 regarding safety recall N212340980.
The required repair to complete this recall is not yet available. Until further instructions are received, the involved vehicles that are in dealers’ possession (new or used vehicle inventory, GM Certified Used, courtesy transportation vehicles, dealer shuttle vehicles, etc.) must be held and cannot be delivered to customers, dealer-traded, released to auction, used for demonstration purposes or put to any other use.
This message is to inform dealers who have involved vehicles in their inventory that they can now apply for the used vehicle Working Capital Assistance Program (“WCAP”) for safety recall N212340980.
Before proceeding with the application process described below, dealers must verify vehicle eligibility based on the program terms and guidelines that were provided in GM GlobalConnect Message GCUS-9-10968 dated March 10, 2021. Applications submitted on ineligible vehicles are subject to chargeback of any incentives paid to the dealer under the WCAP. Because compensation and tracking requires visibility into dealers’ inventory, dealers must also have agreed to a Dealer Data Share agreement with GM in order to receive any compensation under this program.
To apply for the WCAP for safety recall N212340980, dealers must access the GM Global Warranty Management (GWM) system and submit a “ZSET” warranty transaction using the labor code provided below for each eligible vehicle. This zero-dollar special transaction type is the dealer’s application for compensation and constitutes a representation from the dealer that the vehicle is eligible for WCAP assistance.
Note: Acceptance of the warranty transaction does not ensure vehicle eligibility or guarantee the provision of any assistance as defined by program terms and guidelines.

To be eligible for the WCAP, a vehicle must be in dealer inventory at the time the related field action bulletin is released. If a vehicle has been delivered, wholesaled or otherwise disposed of prior to release of the bulletin, the vehicle is not eligible for assistance. Additionally, recalled vehicles taken in on trade may be eligible for assistance if the dealer immediately reports the vehicle in used vehicle inventory via its Dealer Management System (DMS) and makes application through the GWM system.
To ensure that GM is receiving daily inventory information, which is necessary to process payments and make eligibility determinations under the WCAP, the dealer’s vehicles must be properly identified in the dealership’s DMS. A daily feed of this information is provided to GM through the Dealer Data Share (DDS) agreement.
Beginning with the 1st quarter of 2019, all WCAP payments will be facilitated through the Global Warranty Management (GWM) system. For each eligible vehicle, a qualifying dealer will submit for WCAP vehicle enrollment with a “ZSET” transaction type and for reimbursement with a “ZFAT” transaction type both through the GWM system. If approved, a WCAP credit for that vehicle will be issued through the GWM system similar to any other warranty credit. WCAP submission instructions and the required labor code will also be provided in the appropriate field action bulletin. Each WCAP transaction being credited will be clearly identified on the dealer’s daily credit memo.
In order to receive payment, a dealer must have timely reported the vehicle in used vehicle inventory, retained the vehicle until the related field action bulletin is released, and properly applied for the WCAP payment. The vehicle must also be otherwise eligible under WCAP rules and guidelines.
GM reserves the right to amend, modify, terminate, or cancel this program at any time in its sole discretion.
