General Motors, LLC (GM) is recalling certain 2012 Cadillac
Escalade, Escalade ESV, Escalade EXT, Chevrolet Avalanche, Silverado 1500, Silverado 2500/3500, Suburban, Tahoe, GMC Sierra 1500, Sierra 2500/3500, Yukon, and Yukon XL originally sold, or ever registered, in the states of Alabama, California, Florida, Georgia, Hawaii, Louisiana, Mississippi, South Carolina, Texas, Puerto Rico, American Samoa, Guam, the Northern Mariana Islands (Saipan), and the U.S. Virgin Islands or “Zone A.”
These vehicles are equipped with non-desiccated passenger frontal inflators containing phase-stabilized ammonium nitrate (PSAN) propellant. These inflators may explode due to propellant degradation occurring after long-term exposure to high absolute humidity, high temperatures, and high temperature cycling.
Remedy
GM will notify owners, and dealers will replace the front passenger air bag inflator with an alternate one, free of charge. Interim letters notifying owners of the safety risk are expected to be mailed beginning March 1, 2021. Second notification letters will be mailed once the remedy is available. Owner notification letters were mailed on May 11, 2021. Q5) What is the safety risk?
GM’s six-year engineering investigation demonstrated that the front-passenger airbag inflators in these vehicles will continue to operate safely. We will begin a cadenced process to notify customers when they should see their dealers for repair based on age of vehicles and geographic location.
Q6) Does the customer have to pay for this remedy/repair?
No, this inspection/repair will be done at no cost to the customer.
Q7) Is the remedy/repair available now?
Yes, parts are now available to support the repair of all vehicles including heavy-duty pickup vehicles for Priority Group 7. Please see the attached bulletin for details.
Q8) What should customers do until recall repairs can be completed? Are there any special instructions?
If special instructions are provided, they will be included in the notification letters to customers.
Q9) How can customers check to see if their vehicle is involved in this field action?
Customers who own a vehicle involved in the field action will be notified by mail by General Motors, but they may also check their Vehicle Identification Number (VIN) for field actions in GM Owner Center at https://my.gm.com/recalls or via NHTSA’s website at https://vinrcl.safercar.gov/vin/. Q10) If customers are concerned, can they get a rental car or courtesy transportation?
In conjunction with the Takata Air Bag Completion Rate Improvement Program, dealers are authorized to provide alternate transportation to affected vehicle owners while their vehicle is at a GM dealership for performance of this recall. Refer to GM Service Information Bulletin #18-NA-094 for program guidelines.

Q1) Why are there five different recall bulletins? Why not one?
The United States National Highway Traffic Safety Administration (NHTSA) determined priority groups for all Takata airbag safety recalls. These priority groups are determined by the age of the vehicle in combination with the heat and humidity levels where the vehicles have resided throughout their life. The older the vehicle and the hotter and more humid the climate, the higher the priority group (Priority Group 6 is the highest priority group, Priority Group 10 is the lowest priority group). Having separate recall bulletins allows GM to better manage the sending of owner letters allowing us to better manage the customer flow into the dealers and provide the parts necessary to make the repair.
Q2) Why are the Priority Groups numbered 6 through 10? What happened to 1 through 5?
Priority groups 1 through 5 are associated with prior Takata airbag safety recalls that have already been launched on vehicles like the Pontiac Vibe and 2007-08 Silverado/Sierra 2500/3500.
Q3) When are the owner letters being sent?
GM began sending Advisory Letters (e.g. informing owners the repair is not available currently) February 22, 2021 to the owners in Priority Groups 6 through 10. GM began sending Parts Letters (e.g. informing owners’ parts are available and to contact their dealer) to the owners in Priority Group 6 for light duty pickup and sport utility vehicles March 1, 2021. GM began sending Parts Letters to the owners in Priority Group 6 for heavy duty pickup owners beginning June 1, 2021. GM sent Parts Letters to all owners in Priority Group 7 beginning July 1, 2021. GM began sending Parts Letters to all owners in Priority Group 8 beginning September 20, 2021, with Priority Group 9 following on October 1, 2021. GM will begin sending Parts Letters to all owners in Priority Group 10 starting on January 14, 2022.
Q4) Why am I not able to run these new recalls through the Maxis Dealer Field Action Report System in Global Connect for Priority Groups 7 to 10?
All VINs involved in Priority Groups 6-10 are now in “Open” status and will now be visible in the Maxis Dealer Field Action Report System.
Q5) Can we repair vehicles when the IVH status is “Incomplete-Limited or No Parts” for Priority Groups 7 to 10?
All VINs involved in Priority Groups 6-10 are now in “Open” status and may be repaired to close the recall.
Q6) What if my dealer is not located in a hot and humid area and my customers have received Advisory Letters for Priority Groups 7 to 10? Can I still perform the recall repairs and close the recall for my customers?
All VINs involved in Priority Groups 6-10 are now in “Open” status and may be repaired to close the recall.
Q7) Why are the old recall bulletins gone (e.g. 49151, 49152, and N202324210)?
As part of GM’s agreement with the National Highway Traffic Safety Administration (NHTSA), GM agreed to launch five new recall bulletins for Priority Groups 6 through 10.
Q8) What if I have a job card that was opened under one of the old recall bulletins? How do I get paid? How does the recall get closed?
The labor codes in the three old bulletins are still valid even though the VINs have been moved to their new recall population. Submit your warranty claims according to the terms of the old bulletin. GM will ensure that the repaired VIN gets closed in the NEW recall. Please submit all warranty claims promptly.
Q9) The bulletins for Priority Groups 7 to 10 state the following:
“Important: * Part # 84255088 Front Passenger Airbag Inflator Kit (Single Stage – HD pickup trucks) is in very limited supply and will be replaced by a new service part in the very near future. Once the new part is released, part # 84255088 will be obsolete and unusable for this field action. These parts cannot be returned due to their hazardous goods shipping restrictions. DO NOT order this part for shelf stock in your inventory, this is a field fix part only. Only order this part for a customer vehicle that is being serviced”.
Does this mean if I install part number 84255088 in a 2500/3500 pickup, the recall will have to be done again?
No, the recall will not have to be done again. The recall will be closed with the use of part 84255088. GM put this comment in the bulletins to encourage dealers to not order this part number for shelf stock because a replacement part is in development now. If you have a truck in your used inventory or a customer vehicle that needs to be repaired, part 84255088 is acceptable to use.
Q10) Can old part 84255088 be installed in a Priority Group 6 heavy duty vehicle now that the new part is available?
The job card date will determine which HD part and labor code to use.
For job cards opened prior to June 1, 2021 the old part number 84255088 and labor code 9105357 must be used in order to avoid claim rejection. This part number does not require the serial number to be recorded on the job card.
For job cards opened June 1, 2021 or later, the new HD part numbers 84594241 (airbag kit) and 84594242 (bracket) and labor code 9105713 must be used in order to avoid claim rejection. Vehicles repaired with the new part number 84594241 MUST have the serial number of the new part number recorded on the job card.
Q11) Can new part 84594241 (airbag inflator kit) be installed on a heavy-duty vehicle in Priority Groups 7 to 10?
No. The new part number 84594241 is associated labor code 9105713 and can only be used on Priority Group 6 heavy duty vehicles at this time. The claims will reject for Priority Groups 7 to 10.
Q12) Why is XPO Logistics is not returning my phone calls to arrange pickup of my used inflators?

This bulletin has been updated in the parts, warranty, and service procedure sections. This update includes new labor codes for both LD and HD vehicles and a new part number for the HD Pickup Front Passenger Airbag Inflator Kit and bracket. The new requirement information for recording the replacement air bag inflator serial number under the Warranty Information section has also been added to this bulletin. Please discard all previous copies of N212328770.
Attention:
It is a violation of Federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification under a sale or lease until the defect or noncompliance is remedied.
All involved vehicles that are in dealer inventory must be held and not delivered to customers, dealer traded, or used for demonstration purposes until the repair contained in this bulletin has been performed on the vehicle.
NHTSA defined priority groups are determined by vehicle location and model year. Vehicles involved in this recall were originally part of bulletin N202324210. This bulletin will be closed 2/5/21 and affected vehicles will now show under this safety recall.
Due to age and environmental exposure, some vehicles may display warping or cracking around the passenger airbag opening in the upper instrument panel area. Inspect this area with the customer at the time of the vehicle repair order write up. If warping or cracking is found, inform the customer that the condition is not covered by this recall, nor is it caused by the airbag service procedure. This warping or cracking condition will not affect the passenger side airbag deployment.
Dealers are to refer to the General Motors Service Policies and Procedures Manual, Regional Product Field Actions, for guidelines on handling vehicles that are not involved in this safety recall but may be displaying the same condition.

Used Inflator Return Instructions
Note: Do not discard or destroy the box containing the new passenger airbag inflator, it will be needed to return the used airbag inflator. Refer to the instructions enclosed in the service kit box for return instructions. The US return instructions packaged in the box refer to the original recall involving these parts (49151 and 49152). Disregard this reference, these are the correct return instructions for the current recall.
Note: Return instructions are only applicable to the United States and Canada at this time. International dealers should disregard the instructions enclosed with the replacement airbag inflator. Dealers outside these markets should securely store used airbag inflators until final return instructions are provided in the future.
Caution: DO NOT deploy any airbag inflator.

Serial Number Recording for All Airbag Inflator Replacements:
5844317 IMPORTANT: (TECHNICIAN and WARRANTY ADMINISTRATOR) REQUIREMENT FOR THE REPLACEMENT AIRBAG INFLATOR. The replacement airbag inflator serial number must be captured by the technician and recorded on the job card. The Warranty Administrator MUST enter the replacement airbag inflator serial number in GWM (Global Warranty Management) or in DMS (Dealer Management System). Enter the serial number of the replacement airbag inflator in the ‘Labor Operation Dependency Code’ field (1) per the screen above. Failure to enter this serial number will cause the claim to reject. The old part number 84255088 does NOT require the serial number to be recorded in the ‘Labor Operation Dependency Code’ and must be submitted with labor code 9105358.
* Submit a $20.00 administrative allowance for return of the used front passenger airbag inflator assembly (document preparation and packaging). Add this amount in the Administrative Allowance Net Item field when submitting the repair transaction.
For Export Only – Submit an administrative allowance for return of the used front passenger airbag inflator assembly (document preparation and packaging). Add 0.2 in the labor time field when submitting the repair transaction.

Special Tools
Dealers must use the airbag mounting bracket, shown below, to replace the front passenger airbag inflator. As of December 31, 2015, all U.S. dealers have been shipped the airbag mounting bracket at no charge through Bosch Automotive Service Solutions. The Bosch tool number is EL-51377. If your dealership does not have the airbag mounting bracket, do not attempt to perform this service procedure and immediately contact 1-800-GM-TOOLS for assistance. Attempting to replace the front passenger airbag inflator without using the bracket may pose a safety risk for the technician and anyone else in the area.

Service Procedure
Important: Dealers are required to use the airbag mounting bracket to perform the front passenger airbag inflator replacement procedure. If this special tool is not available, do not proceed with this repair.
Warning: If an airbag system is not handled using proper procedures and methods, it may be activated accidentally during work resulting in a life-threatening serious accident. If the service procedure is not performed correctly, the system may fail to activate when needed. Be sure to perform the proper work safely and according to the instructions provided below:
1. Eliminate Static Electricity. Before start of work, touch a metallic portion of the vehicle with a bare hand to discharge static electricity charged on your body.
2. DO NOT Measure Resistance. DO NOT measure resistance of airbag components. Measuring current of a circuit tester may cause accidental activation.
3. Handle the airbag properly. If an inflator is dropped, replace it with a NEW inflator.
4. DO NOT allow foreign objects near the airbag. Collect and account for all removed nuts/bolts to prevent them from landing in the airbag assembly. Any foreign objects in the airbag assembly may cause damage or injury if the airbag is activated.
5. Wear protective equipment. Always wear appropriate protective equipment when working on the airbag.
Remove the instrument panel passenger airbag assembly from the vehicle and place on bench. Refer to Airbag Instrument Panel Module Replacement in SI.

Danger: To avoid personal injury or death, it is critical to use an airbag module bracket when replacing an inflator module. Carefully read and follow the instructions below:
1. Confirm the bracket assembly is installed securely in the vise.
2. Confirm there are no loose objects or people exposed to the back side of the bracket for safety in the unlikely event of airbag deployment due to improper work procedures. The airbag is NOT being replaced due to an inadvertent deployment concern.
3. Confirm that no objects, tools or people are within 3 feet (1 meter) of the back side of the bracket.
4. Confirm that no objects, tools or people are within 2 feet (0.6 meters) of the sides of the bracket.
5. BEFORE starting work and periodically while working on the airbag module, touch a metallic part of the work bench to discharge static electricity in the body.

2. Using the hardware kit supplied with the module bracket, loosely mount the airbag assembly to the bracket using two nuts and bolts.

3. Position the airbag assembly so that all four stopper plate nuts can be removed through the access holes.

Remember to periodically touch a metallic part of the vehicle or work bench to discharge static electricity in the body. The US National Traffic and Motor Vehicle Safety Act provides that each vehicle that is subject to a recall of this type must be adequately repaired within a reasonable time after the customer has tendered it for repair. A failure to repair within sixty days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time. If the condition is not adequately repaired within a reasonable time, the customer may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation. To avoid having to provide these burdensome remedies, every effort must be made to promptly schedule an appointment with each customer and to repair their vehicle as soon as possible. In the recall notification letters, customers are told how to contact the US National Highway Traffic Safety Administration if the recall is not completed within a reasonable time.
Dealer Responsibility – All
All new, used, GM Certified Used, courtesy transportation vehicles, dealer shuttle vehicles, etc. in dealers’ possession and subject to this recall must be held and inspected/repaired per the service procedure of this bulletin before customers take possession of these vehicles. Involved vehicles must be held and not delivered to customers, dealer-traded, released to auction, used for demonstration, or any other purpose.
All GM Certified Used vehicles currently in the dealers’ inventory within the Certified Pre-Owned Inventory System (CPOIS) will be de-certified and must be held and remedied per the service procedure in this bulletin. Upon submitting an accepted/paid warranty transaction in the Global Warranty Management (GWM) system, the vehicle can be re-certified for sale within the CPOIS system, or once again be used in the CTP program.
Dealers are to service all vehicles subject to this recall at no charge to customers, regardless of mileage, age of vehicle, or ownership, from this time forward.
Customers who have recently purchased vehicles sold from your vehicle inventory, and for which there is no customer information indicated on the dealer listing, are to be contacted by the dealer. Arrangements are to be made to make the required correction according to the instructions contained in this bulletin. Recall follow-up cards should not be used for this purpose, since the customer may not as yet have received the notification letter. In summary, whenever a vehicle subject to this field action enters your vehicle inventory you must take the steps necessary to ensure the program correction has been made before selling the vehicle. In addition, for vehicles entering your facility for service, you are required to ensure the customer is aware of the open field action and make every reasonable effort to implement the program correction as set forth in this bulletin prior to releasing the vehicle.
Dealer Reports
For dealers with involved vehicles, a listing has been prepared and will be available through GM GlobalConnect Maxis Field Action Reports or sent directly to export dealers. The Inventory tab of the dealer reports will contain VINs that apply to this recall. This information is intended to assist dealers with the PROMPT COMPLETION of these vehicles. The Customer In-Service tab will contain customer names and addresses from Motor Vehicle Registration Records. The use of such motor vehicle registration data for any purpose other than follow-up necessary to complete this recall may be a violation of law in several states.
Courtesy Transportation
In conjunction with the Takata Air Bag Completion Rate Improvement Program, dealers are authorized to provide alternate transportation to affected vehicle owners while their vehicle is at a GM dealership for performance of this recall. Refer to GM Service Information Bulletin #18-NA-094 for program guidelines.

USA & Canada – General Motors will notify customers of this recall on their vehicle (see copy of customer letter included with this bulletin).

Why is your vehicle being recalled?
Takata has determined that a defect exists in the passenger-side frontal airbag inflator in your vehicle. The determination was made that the propellant in this inflator may degrade after long-term exposure to high humidity and temperature cycling, which could cause the inflator to explode during a deployment. An inflator rupture may cause metal fragments to pass through the airbag and into the vehicle interior at high speed, which may result in serious injury or death to passengers.
What will we do?
Your GM dealer will replace the passenger-side frontal airbag inflator in your vehicle. This service will be performed for you at no charge. Because of service scheduling requirements, it is likely that your dealer will need your vehicle longer than the actual inspection and service correction time of approximately one hour.

Q10) Can old part 84255088 be installed in a Priority Group 6 heavy duty vehicle now that the new part is available?
A10) The job card date will determine which HD part and labor code to use.
For job cards opened prior to June 1, 2021 the old part number 84255088 and labor code 9105357 must be used in order to avoid claim rejection. This part number does not require the serial number to be recorded on the job card.
For job cards opened June 1, 2021 or later, the new HD part numbers 84594241 (airbag kit) and 84594242 (bracket) and labor code 9105713 must be used in order to avoid claim rejection. Vehicles repaired with the new part number 84594241 MUST have the serial number of the new part number recorded on the job card.
Q11) Can new part 84594241 (airbag inflator kit) be installed on a heavy-duty vehicle in Priority Groups 7 to 10?
A11) No. The new part number 84594241 is associated labor code 9105713 and can only be used on Priority Group 6 heavy duty vehicles at this time. The claims will reject for Priority Groups 7 to 10.

GM service data indicates the involved vehicles had a recent service visit where a complete passenger airbag assembly was installed. The passenger airbag assembly that was installed may have contained a Takata inflator that must be replaced. These vehicles will need to return to have the passenger airbag inflator replaced per the service procedure provided in the applicable Safety Recall bulletin referenced above.
Global Warranty Management (GWM)
The Required Field Action section on the Investigate Vehicle History (IVH) screen was updated May 11, 2021. Why is your vehicle being recalled?
Takata has determined that a defect exists in the passenger-side frontal airbag inflator in your vehicle. The determination was made that the propellant in this inflator may degrade after long-term exposure to high humidity and temperature cycling, which could cause the inflator to explode during a deployment. An inflator rupture may cause metal fragments to pass through the airbag and into the vehicle interior at high speed, which may result in serious injury or death to passengers.
What will we do?
Parts to repair your vehicle are not currently available, but when parts are available, your GM dealer will replace the passenger-side frontal airbag inflator in your vehicle. This service will be performed for you at no charge. We are working as quickly as possible to correct this condition.

Today, the status of all VINs in the population of Priority Group 10 (N212328800) are being changed from “Incomplete – Limited or No Parts” to “Open” in the Investigate Vehicle History (IVH) screen in Global Warranty Management. Letters will be sent to owners in Priority Group 10 beginning mid-January to early February 2022 informing them that the remedy is now available for their vehicle.

What do I do with my stock of the old HD inflator kit, part number 84255088?
The revisions of the bulletins to include these new single stage inflator parts has raised dealer questions regarding the disposition of the prior HD pickup part (p/n 84255088).
THERE WILL NOT BE A SPECIAL RETURN FOR PART #84255088.
This part is dangerous goods and cannot be returned. However, this part can and should continue to be used on recalls 15438 and 15817, which are for the 2007-08MY HD pickups.
We request that dealers continue to not order 84255088 for dealer stock. Only order when required for recalls 15438 and 15817.

Air Bag Inflator Rupture

The Office of Defects Investigation (ODI) opened PE14-016 in June 2014 based on six inflator rupture incidents involving consumer owned vehicles produced by five vehicle manufacturers. All six vehicles were operated in Florida or Puerto Rico at the time of the rupture and for the majority of their service life, and were equipped with inflators produced by Takata, a tier-one supplier of automotive air bag systems.
During the course of PE14-016, ODI determined that five additional vehicle manufacturers used inflators of a similar design and vintage also supplied by Takata. No evidence of field failures was found in vehicles produced by these five additional manufacturers. Nonetheless, at ODI’s insistence, all 10 vehicle manufacturers initiated a regional recall within approximately two weeks of the opening of the investigation. The regions recalled initially included Florida, Puerto Rico, Hawaii, and the U.S. Virgin Islands, areas with high absolute humidity and climatic conditions believed to be a significant factor in the inflator ruptures. As part of the recall actions, inflators removed from remedied vehicles are to be returned to Takata for testing.
Takata’s initial test results on passenger inflators from remedied vehicles indicated a much higher than anticipated rupture frequency for inflators returned from Florida. Accordingly ODI requested all 10 manufacturers expand the regional recalls for passenger inflators to include other geographic areas where high absolute humidity conditions exist, including the Gulf States and other coastal areas. Takata’s testing of the passenger inflators to date continues to indicate this geographic area as having the highest risk, with no ruptures occurring from inflators returned from outside the expanded recall regions. During PE14-016 four additional passenger inflator field events occurred, all in vehicles from the same expanded geographic region.
Also during PE14-016 four additional driver inflator field events occurred including two in vehicles from regions not known for high absolute humidity, specifically California and North Carolina. Accordingly, ODI requested all five of the affected vehicle manufacturers currently using the subject Takata driver inflators expand to nationwide recalls. Significantly, neither of the affected vehicle manufacturers or Takata provided any explanation to account for these two driver air bag inflator ruptures outside the area of high absolute humidity. Takata testing of returned driver inflators indicates a lower rupture frequency as compared to passenger inflator testing. All test ruptures reported by Takata to date have occurred on inflators returned from high absolute humidity areas.
The investigation now includes all manufacturers and vehicles known to be affected at this time. ODI’s investigation will focus on, among other things, root cause analysis, other potential defect consequences, identification of affected vehicles scope, and adequacy of the remedy.
