Summary
General Motors (GM) is recalling certain 2017-2018 Chevrolet Silverado 2500 and 3500 and GMC Sierra 2500 and 3500 trucks. The front seat belt retractor assemblies were built with the incorrect torsion bar. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 209, “Seat Belt Assemblies.”
Remedy
GM will notify owners, and dealers will replace both front seat belt retractor assemblies, free of charge. The recall is expected to begin December 28, 2020. Owners may contact GMC customer service at 1-888-988-7267 or Chevrolet customer service at 1-800-222-1020. GM’s numbers for this recall are 17368, 17375, and 17376.

This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act.
General Motors has decided that certain 2017-2018 model year Chevrolet Silverado HD Double Cab and GMC Sierra
HD Double Cab vehicles fail to conform, in part, to Federal/Canada Motor Vehicle Safety Standard (FMVSS) No. 209,
“Seat Belt Assemblies.” As a result, GM is conducting a recall. We apologize for this inconvenience. However, we are concerned about your safety and continued satisfaction with our products.

Why is your vehicle being recalled? | The supplier of the driver’s and front passenger’s seat-belt retractor assemblies in these vehicles built those assemblies with different torsion bars than were used in testing the vehicles for compliance with the seat-belt elongation requirements of Section 4.4(b)(5) of FMVSS 209. If the front passenger airbag in these vehicles is manually turned off and inadvertently left off with an adult in the front passenger seat, this condition may increase the risk of injury to the front passenger in a frontal crash. |
What will we do? | Your GM dealer will replace the front passenger-side seat-belt retractor assembly with an assembly containing the correct torsion bar. This service will be performed for you at no charge. Because of service scheduling requirements, it is likely that your dealer will need your vehicle longer than the actual service correction time of approximately 30 minutes. |
What should you do? | You should contact your GM dealer to arrange a service appointment as soon as possible. Make sure the front passenger airbag in the vehicle is turned on with an adult passenger in the front passenger seat. |

Dealer Responsibility – For USA & Export (USA States, Territories, and Possessions)
It is a violation of Federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle
equipment (including a tire) covered by this notification under a sale or lease until the defect or noncompliance is
remedied.
The US National Traffic and Motor Vehicle Safety Act provides that each vehicle that is subject to a recall of this type
must be adequately repaired within a reasonable time after the customer has tendered it for repair. A failure to repair
within sixty days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time. If the
condition is not adequately repaired within a reasonable time, the customer may be entitled to an identical or reasonably
equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation. To
avoid having to provide these burdensome remedies, every effort must be made to promptly schedule an appointment
with each customer and to repair their vehicle as soon as possible. In the recall notification letters, customers are told
how to contact the US National Highway Traffic Safety Administration if the recall is not completed within a reasonable
time.
Dealer Responsibility – All
All new, used, GM Certified Used, courtesy transportation vehicles, dealer shuttle vehicles, etc. in dealers’ possession
and subject to this recall must be held and inspected/repaired per the service procedure of this bulletin before customers
take possession of these vehicles. Involved vehicles must be held and not delivered to customers, dealer-traded,
released to auction, used for demonstration, or any other purpose.
All GM Certified Used vehicles currently in the dealers’ inventory within the Certified Pre-Owned Inventory System
(CPOIS) will be de-certified and must be held and remedied per the service procedure in this bulletin. Upon submitting
an accepted/paid warranty transaction in the Global Warranty Management (GWM) system, the vehicle can be re-certified
for sale within the CPOIS system, or once again be used in the CTP program.
Dealers are to service all vehicles subject to this recall at no charge to customers, regardless of mileage, age of vehicle,
or ownership, from this time forward.
Customers who have recently purchased vehicles sold from your vehicle inventory, and for which there is no customer
information indicated on the dealer listing, are to be contacted by the dealer. Arrangements are to be made to make the
required correction according to the instructions contained in this bulletin. A copy of the customer letter is provided in this
bulletin for your use in contacting customers. Recall follow-up cards should not be used for this purpose, since the
customer may not as yet have received the notification letter.
In summary, whenever a vehicle subject to this recall enters your vehicle inventory, or is in your dealership for service in
the future, you must take the steps necessary to be sure the recall correction has been made before selling or releasing
the vehicle.
Dealer Reports
For dealers with involved vehicles, a listing with involved vehicles has been prepared and will be provided to U.S. and
Canadian dealers through the GM GlobalConnect Recall Reports, or sent directly to export dealers. The listing may
contain customer names and addresses obtained from Motor Vehicle Registration Records. The use of such motor
vehicle registration data for any purpose other than follow-up necessary to complete this recall is a violation of law in
several states/provinces/countries. Accordingly, you are urged to limit the use of this report to the follow-up necessary to
complete this recall.
Courtesy Transportation – For USA & Canada
Courtesy transportation is available for customers whose vehicles are involved in a product program and still within the
warranty coverage period. See General Motors Service Policies and Procedures Manual, Sections 1.4 and 6.1.10, for

This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act.
General Motors has decided that certain 2017-2018 model year Chevrolet Silverado HD Double Cab and GMC Sierra
HD Double Cab vehicles fail to conform, in part, to Federal/Canada Motor Vehicle Safety Standard (FMVSS) No. 209,
“Seat Belt Assemblies.” As a result, GM is conducting a recall. We apologize for this inconvenience. However, we are
concerned about your safety and continued satisfaction with our products.
I M P O R T A N T
• Your vehicle is involved in GM recall 17376.
• Schedule an appointment with your GM dealer.
• This service will be performed for you at no charge.
Why is your vehicle
being recalled?
The supplier of the driver’s and front passenger’s seat-belt retractor assemblies in
these vehicles built those assemblies with different torsion bars than were used in
testing the vehicles for compliance with the seat-belt elongation requirements of
Section 4.4(b)(5) of FMVSS 209. If the front passenger airbag in these vehicles is
manually turned off and inadvertently left off with an adult in the front passenger seat,
this condition may increase the risk of injury to the front passenger in a frontal crash.
What will we do? Your GM dealer will replace the front passenger-side seat-belt retractor assembly with
an assembly containing the correct torsion bar. This service will be performed for you
at no charge. Because of service scheduling requirements, it is likely that your dealer
will need your vehicle longer than the actual service correction time of approximately
30 minutes.
What should you
do?
You should contact your GM dealer to arrange a service appointment as soon as
possible. Make sure the front passenger airbag in the vehicle is turned on with an
adult passenger in the front passenger seat.

General Motors has released four field actions related to a condition in which
certain vehicles may have an incorrect torsion bar built into the front seat belt
retractors. Vehicles in dealer new inventory were placed on stop delivery earlier
this month and the field actions were released as parts become available. This
message is being sent to provide a summary of the status of these field actions.
Part Numbers
An issue has been reported that some of the belt kit part numbers listed in these
bulletins may not be listed in EPC. This makes it difficult to identify which part
number to install on the vehicle. We are quickly working to remedy this situation.
Until the correction is completed, dealers should verify part number progressions
utilizing their parts system resources prior to reaching out for additional
assistance. We apologize for this inconvenience and hope to have it corrected
soon.
Service Update Bulletin 17357
Applies to certain unsold 2017 model year 2500HD complete crew cabs. The
total number of U.S. vehicles involved is approximately 14,483. Dealers will
replace the Monroney label. Bulletin 17357 was released to dealers on 9/6.
If you have not received a replacement window label for a vehicle in dealer new
inventory, please request a replacement using the process given in the bulletin.
Service Update Bulletin 17366
Applies to certain unsold 2018 model year 2500HD complete crew cabs. The
total number of U.S. vehicles involved is approximately 345. Dealers will replace
seat belt retractors in first row driver and passenger position with correct parts.
Bulletin 17366 was released to dealers on 9/22. The parts pre-ship has
completed and dealers should begin receiving parts now.
Non-Compliance 17368
Applies to certain unsold 2017-2018 model year 2500HD incomplete (ZW9) crew
cabs and 3500HD complete and incomplete crew cabs. The total number of U.S.
vehicles involved is approximately 6,598. Dealers will replace seat belt retractors
in first row driver and passenger position with correct parts. Bulletin 17368 was
released to dealers on 9/27. The parts pre-ship began on 9/27 and dealers
should begin receiving parts soon.
Non-Compliance 17375
Applies to certain unsold 2017-2018 model year 2500HD incomplete double cabs
and 3500HD complete and incomplete double cabs. The total number of U.S.

Effective immediately, stop the delivery of certain 2017 – 2018 model year Chevrolet Silverado HD and GMC Sierra HD vehicles in new or used vehicle inventory. General Motors has notified the National Highway Traffic Safety Administration (NHTSA) about an upcoming noncompliance recall that involves these vehicles. The GM recall number is N202323021.
It is a violation of federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification until the noncompliance is remedied.
Certain vehicles fail to conform, in part, to Federal Motor Vehicle Safety Standard (FMVSS) No. 209, “Seat Belt Assemblies.” The supplier of the driver’s and front passenger’s seat-belt retractor assemblies in these vehicles built those assemblies with different torsion bars than were used in testing the vehicles for compliance with the seat-belt elongation requirements of Section 4.4(b)(5) of FMVSS 209. The seat belt retractors may not perform as intended in certain frontal crashes, increasing the risk of injury in a crash.
To correct this condition, dealers will replace affected seat-belt retractor assemblies with one containing the correct torsion bar.
Until further instructions are received, involved vehicles that are in dealers’ possession (new or used vehicle inventory, GM Certified Used, courtesy transportation vehicles, dealer shuttle vehicles, etc.) must be held and not delivered to customers, dealer-traded, released to auction, used for demonstration purposes or any other dealer use. All GM Certified Used vehicles currently in the dealers’ inventory within the Certified Pre-Owned Inventory System (CPOIS) will be de-certified.
The Investigate Vehicle History (IVH) screen in the Global Warranty Management (GWM) system will be updated for this upcoming recall on November 13, 2020. This action has been taken to assist dealers with determining which vehicles are involved so they can properly respond to customer inquiries.

Effective immediately, stop the delivery of certain 2017-2018 model year Chevrolet
Silverado HD Crew Cab and GMC Sierra HD Crew Cab vehicles in new vehicle
inventory. General Motors has notified the National Highway Traffic Safety
Administration (NHTSA) about an upcoming noncompliance recall that involves these
vehicles. The GM recall number is 17368.
It is a violation of federal law for a dealer to deliver a new motor vehicle or any new or
used item of motor vehicle equipment (including a tire) covered by this notification until
the noncompliance is remedied.
General Motors has decided that certain 2017 and 2018 model year Chevrolet Silverado
Heavy Duty (2500 and 3500 Series) and GMC Sierra Heavy Duty (2500 and 3500
Series) vehicles fail to conform, in part, to Federal Motor Vehicle Safety Standard
(FMVSS) No. 209, “Seat Belt Assemblies.” The supplier of the driver’s and front
passenger’s seat-belt retractor assemblies in these vehicles built those assemblies with
different torsion bars than were used in testing the vehicles for compliance with the
seat-belt elongation requirements of Section 4.4(b)(5) of FMVSS 209. While affected
vehicles do not satisfy the requirements of Section 4.4(b)(5) of FMVSS 209, GM’s
testing data indicates the vehicles meet the belted crash performance requirements of
Section 5.1 of FMVSS No. 208, “Occupant Crash Protection,” in seating positions with a
deploying frontal airbag.
Until further instructions are received, involved vehicles that are in dealers’ possession
(new vehicle inventory, courtesy transportation vehicles, dealer shuttle vehicles, etc.)
must be held and not delivered to customers, dealer-traded, released to auction, used
for demonstration purposes or any other dealer use.
The Investigate Vehicle History (IVH) screen in the Global Warranty Management
(GWM) system will be updated for this upcoming recall on September 15, 2017. This
action has been taken to assist dealers with determining which vehicles are involved so
they can properly respond to customer inquiries.
A list of involved vehicles that have been identified as being in dealer new vehicle
inventory is attached to this message. It is sorted by dealer Business Associate Code
(BAC) for easy reference. Your dealership’s BAC will not be listed if none of the
involved vehicles are currently in your new vehicle inventory.
Until the recall bulletin is released, the Investigate Vehicle History (IVH) screen in the
Global Warranty Management (GWM) system will display “N/A” under Release Date
and “Incomplete – Remedy not yet available” under Status. This means the required
repair is not yet available and dealers should not attempt to perform any repairs.
We are working with the supplier to obtain the required parts as quickly as possible.
When a sufficient quantity of parts are available, the recall bulletin will be released and
dealers can begin repairing vehicles.

On September 14, 2017, GM sent to all GM dealers GlobalConnect Message GCUS-3-
1040 regarding noncompliance recall 17376. General Motors has decided that certain
2017 and 2018 model year Chevrolet Silverado Heavy Duty (2500 and 3500 Series) and
GMC Sierra Heavy Duty (2500 and 3500 Series) vehicles fail to conform, in part, to
Federal/Canada Motor Vehicle Safety Standard (F/CMVSS) No. 209, “Seat Belt
Assemblies.” The supplier of the driver’s and front passenger’s seat-belt retractor
assemblies in these vehicles built those assemblies with different torsion bars than were
used in testing the vehicles for compliance with the seat-belt elongation requirements of
Section 4.4(b)(5) of F/CMVSS 209. If the front passenger airbag in these vehicles is
manually turned off and inadvertently left off with an adult in the front passenger seat, this
condition may increase the risk of injury to the front passenger in a frontal crash.
The message advised that the Investigate Vehicle History screen for the impacted
vehicles in the Global Warranty Management system would display “N/A” under Release
Date and “Incomplete – Remedy not yet available” under Status. The required repair to
complete this recall is not yet available. The involved vehicles must be held and cannot
be delivered to customers, dealer-traded, released to auction, used for demonstration
purposes or put to any other use until a remedy is available to complete the recall.
This message is to inform dealers who have involved vehicles in their inventory that they
can now apply for the used vehicle Working Capital Assistance Program (“WCAP”) for
noncompliance recall 17376. This program is intended to provide support to GM dealers
for eligible used GM vehicles being constrained by a stop sale/stop delivery order in
situations where a recall remedy is not available. The program was announced to all GM
dealers late last year. However, please review GM GlobalConnect Message GCUS-9-
4087 dated May 15, 2017 for current program terms and guidelines. Program
compensation examples are also provided.
Before proceeding with the application process described below, dealers must
verify vehicle eligibility based on the program terms and guidelines provided in GM
GlobalConnect Message GCUS-9-4087 dated May 15, 2017. Applications submitted
on ineligible vehicles are subject to chargeback of any incentives paid to the dealer
under the WCAP. Because compensation and tracking requires visibility into
dealers’ inventory, dealers must also have agreed to a Dealer Data Share
agreement with GM in order to receive any compensation under this program.
To apply for the WCAP for noncompliance recall 17376, dealers must access the GM
Global Warranty Management (GWM) system and submit a “ZSET” warranty transaction
using the labor code provided below for each eligible vehicle. This zero dollar special
transaction type is the dealer’s application for compensation and constitutes a
representation from the dealer that the vehicle is eligible for WCAP assistance.
Note: Acceptance of the warranty transaction does not ensure vehicle eligibility or
guarantee the provision of any assistance as defined by program terms and
guidelines.

To be eligible for the WCAP, a vehicle must be in dealer inventory at the time the related
field action bulletin is released. If a vehicle has been delivered, wholesaled or otherwise
disposed of prior to release of the bulletin, the vehicle is not eligible for assistance.
Additionally, recalled vehicles taken in on trade may be eligible for assistance if the dealer
immediately reports the vehicle in used vehicle inventory via its Dealer Management
System (DMS) and makes application through the GWM system.
To ensure that GM is receiving daily inventory information, which is necessary to process
payments and make eligibility determinations under the WCAP, the dealer’s vehicles must
be properly identified in the dealership’s DMS. A daily feed of this information is provided
to GM through the Dealer Data Share (DDS) agreement.
Payment will be made to dealers for eligible vehicles on a quarterly basis in the form of
one or more Dealer Bonus Certificates (DBC). In order to receive the appropriate number
of DBCs in any applicable quarter, a dealer must have timely reported the vehicle in used
vehicle inventory, retained the vehicle until the related field action bulletin is released, and
properly applied for the WCAP payment. The vehicle must also be otherwise eligible
under WCAP rules and guidelines.
GM reserves the right to amend, modify, terminate, or cancel this program at any time in
its sole discretion.

It is a violation of federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification until the noncompliance is remedied.
Certain vehicles fail to conform, in part, to Federal Motor Vehicle Safety Standard (FMVSS) No. 209, “Seat Belt Assemblies.” The supplier of the driver’s front seat-belt retractor assemblies in these vehicles built those assemblies with different torsion bars than were used in testing the vehicles for compliance with the seat-belt elongation requirements of Section 4.4(b)(5) of FMVSS 209. The seat belt retractors may not perform as intended in certain frontal crashes, increasing the risk of injury in a crash.
To correct this condition, dealers will replace affected seat-belt retractor assemblies with one containing the correct torsion bar.
Until further instructions are received, involved vehicles that are in dealers’ possession (new or used vehicle inventory, GM Certified Used, courtesy transportation vehicles, dealer shuttle vehicles, etc.) must be held and not delivered to customers, dealer-traded, released to auction, used for demonstration purposes or any other dealer use. All GM Certified Used vehicles currently in the dealers’ inventory within the Certified Pre-Owned Inventory System (CPOIS) will be de-certified.
