I have the same tailgate rust spots on my 2013 Terrain. I live and bought my Terrain in Michigan but my vehicle was originally purchased in Canada by first owner. I'm second owner and bought in September 2015. My GMC dealership would not fix rust spots on tailgate because it was just out of bumper to bumper warranty. Yet I see many vehicles with rusted tailgates that you would think GMC would fix these. I also had to have oil consumption test and pistons replaced because of major oil usage. Other problem I have is passenger lower door rubber moulding keeps getting pulled out in winter when snow/slush freezes onto moulding and when you open passenger door it rips moulding out from body. Door doesn't seal properly. I did have the wiper recall fixed because I insisted that was a safety hazard. Wipers and side door panels rusting is only covered in Canada and you HAVE to be Canadian resident in order to get it repaired under the RECALL. My SIL has 2015 Equinox with same passenger door moulding problem. I too have second thoughts if I would ever purchase another GMC or Chevrolet.
